building surface. Never more than ten percent (north), and as low as five percent (east and west)
of the length of the building.
The panel antenna proposed to be used at this site is a 42-inch length model, mounted within the
five-foot tall standing -seam portion of the mansard roof deck. This is done to have the greatest
possible height on the building without allowing the panel antennas to project above the top of
the parapet/ top line of the mansard roof deck. This mounting technique allows the panel
antennas to be "mounted in a configuration as flush to the wall as technically possible" and not
project above the wall.
We believe that we have submitted a request that meets the intent and spirit of Article 3.8.13
(Wireless Telecommunications) of the Fort Collins Land Use Code, and that the request can be
approved by the Administrative Hearing Officer at the hearing on September 18, 1997.
At the hearing, I will have photo simulations of the Hampton Inn showing the panel antenna
arrays in place on the building. I will also provide mounting details as available for this
proposal.

RE: REVISIONS TO THE DEVELOPMENT PLAN FOR THE HAMPTON INN -
HARMONY ROAD (PDP/ FINAL NO.20-97)
Dear Ms. Harter:
Based on your letter of August 21, 1997 concerning the comments and revisions requested by the
Community Planning and Environmental Services Department on the proposal to locate a
wireless telecommunications facility on the Hampton Inn, 1620 Oakridge Drive, Fort Collins,
CO. 80525, I can provide the following response.
The plans are being revised to address all of the comments raised in your letter, including the
location of the GPS unit, the materials and color of the equipment screen, mansard roof and
panel antenna color, the change in the signature block, and spelling errors in the location map.
The one outstanding issue raised in your letter that cannot be changed is your request that the
panel antenna arrays be mounted flush with the surface of the mansard roof deck. The
technology used for the Sprint PC system, and in fact for all of the telecommunication
providers, does not allow the panel antennas to be mounted in any manner other than vertical.
The proposed mounting on the mansard roof deck is proposed to be of a low visual impact and to
blend into the building facade in a manner that is complimentary, to the design and color scheme
of the Hampton Inn.
The vertical mounting of the panel antenna arrays on the mansard roof deck is proposed to be
done with a top -mounted horizontal support behind the panel antennas that will allow the bottom
of each panel to touch the mansard roof deck, and the top of each panel to project out two (2)
feet from the mansard roof deck surface. This mounting technique allows the panel antennas to
maintain the required vertical alignment while still being as flush to the 60-degree angle of the
mansard roof deck as possible. Because the panel antennas are only 4 1/4-inches deep, the two -
foot projection from the mansard roof deck surface at the top of the mounted panel antenna, front
surface of panel antenna to the surface of the mansard roof deck, the mounting is as flush to the
mansard roof deck surface as possible with any form of surface mounting.
Additionally, the width of the panel antenna arrays on the three sides of the Hampton Inn
building, north, east, and west, represents only a small portion of the horizontal length of the
