14. There is an existing irrigation ditch on the north and west. This may be the ditch
that irrigates the Ron Ruff farm located to the south of the park site. It is
suggested that PSD work closely with the ditch company and Mr. Ruff regarding
access to the ditch, stormwater quality, and volume issues.
15. In preparing the Drainage Report, please be aware that the area was previously
analyzed by Sear Brown Group (then R.B.D.). This original analysis used the
Rational Method for calculating the amount of storm flows and stormwater
detention. By today's criteria, the Rational Method has been replaced by the
SWMM. Under the new method, the amount of stormwater detention required
may increase and the existing detention pond may need to be enlarged, or a
new detention pond provided on the elementary school site. In either event, the
amount of stormwater detention and capacity of the detention system is critical
and must be analyzed carefully under the SWMM. For further information

16. Please be aware that two significant factors may influence the rate and pattern of
development in the general vicinity. First, Hewlett-Packard has purchased 155
acres south of Harmony and east of C.R.#9 for an industrial park. Phase'One is
expected to be a company called Celestica Colorado which has indicated a
desire to construct an office and manufacturing facility consisting of 220,000
square feet with up to 600 employees. For further information, please call Bruce

Second, the City and County are jointly conducting an analysis of an area
referred to as the Fossil Creek Study Area which is expected to develop in urban
densities over the next several years. This area may be considered for the
receiving of density transferred from other sensitive areas in the County
surrounding Fort Collins. For further information regarding the Fossil Creek

17. A neighborhood information meeting is highly recommended. The geographic
notification area for the meeting will be prepared by the City Planning
Department. Please call the project Planner to initiate this process.
5. The site is within the Poudre Fire Authority service area. Based on the size and
occupancy of the building, all the required fire protection measures must be met.

6. The Department of Natural Resources advises that fugitive dust during
construction is monitored by the County Health Department. Please contact
Myrna Hansen, County Health Department, for further information about
obtaining the necessary permit for a construction project of this size.
7. City of Fort Collins Parks and Recreation Department is concerned about the
drainage swale that is shown around the ballfields. Parks and Rec owns the
parcel to the south and the drainage swale may have implications for the design
of the future neighborhood park. Please contact Janet Meisel, 221-6640, Parks
Planner, to begin discussions about coordinating school.and park site planning.
8. The Transportation Department is concerned about the number of students who
will be driven to the school. This traffic will load up the street system during
morning drop-off and afternoon pick-up periods. Every possible effort should be
made for van -pooling and ride -sharing to minimize the number of auto trips to the
school.

9. There should be bicycle and pedestrian paths from the neighborhood to the
school. Please coordinate with Parks and Rec on the feasibility of a path that
ties the neighborhood, park, and school together in a logical manner that
promotes safe, attractive and direct bike and ped access to the school. Also,
please contact Kathleen Reavis, Transportation Planner, 221-6140, to discuss
the "Safe Route to School" program. Sidewalks, crosswalks, signage and paths
should all be coordinated in a logical manner.
10. The two bus loop curb cuts on Timberwood appear too close together. These
should be further separated to avoid conflicts.
11. The City's Street Oversizing Fee is $7,292 per acre
12. A traffic impact study will be required as part of the submittal documents. Please
call Eric Bracke, 221-6630, to discuss the scope of the study.
13. The site is located in the McClelland/Mail Creek Drainage Basin. The storm
drainage fee in this basin is $3,717 per developed acre, subject to the amount of
impervious surface and the runoff coefficient. There is a credit if the detention
pond can handle capacity in excess of the minimum requirements. A Drainage
Report, Grading and Drainage Plan and Erosion Control Plan are required at the
time of submittal.

LAND USE DATA:.
Request for new elementary school for grades K - 6, on 9.43 acres located west of
Preston Junior High School and south of Timberwood Drive. The building would be
approximately 52,000 square feet in size. Request includes ballfields, parking lot and
bus loop.
COMMENTS:
1. The site is located in the R-L, Low Density Residential Zone District. The
request will be processed as a Site Plan Advisory Review for consideration by
the Planning and Zoning Board.
2. The new Land Use Code requires that parking be distributed in such a way that
there is a direct pedestrian connection from Timberwood to the front entry of the
school. This issue may warrant further discussion based on the proposed site
plan.
3. The site will be served by the City of Fort Collins Light and Power Utility. Three
Phase power is available in Corbett Drive. The location of the transformer must
be closely coordinated with Light and Power for design and estimating purposes.

4. The site will be served by the City of Fort Collins Water and Wastewater Utility.
A 12 inch diameter water main and an 8 inch diameter sanitary sewer main are
located in Timberwood Drive. These lines are available to serve the site. It is
recommended that a grease interceptor be placed on the sanitary sewer line for
