Kathy Sanford, representing the DMA Plaza submitted for the record a memo that was sent to all the residents of the DMA Plaza notifying them of this change. She stated that to date, she has not had any comments from any of the residents. Chief Planner Waido stated that he would render his written decision and he felt there was no reason to condition this approval. The hearing was closed at 2:12 p.m. The meeting was called to order at 2:00 p.m. in the Maple Street Conference Room by Chief Planner Ken Waido. Staff Present: Ken Waido, Chief Planner and Steve Olt, City Planner. Others Present: Nathan Foster with SBA of Denver, representing Spring PCS, and Kathy Stanford, Administrator of the DMA Plaza. Chief Planner Waido reviewed the procedures set fort in the land Use Code for the hearing. Steve Olt, City Planner gave a brief staff report, stating this was a request to install a 310 s.f. (15 feet by 20 feet), enclosed/screened base transmission station on the east edge of the rooftop; to install three Sprint antenna arrays with three antennas each (nine total antennas) flush mounted on the, north, east and west building elevations; and to install a two -foot tall GPS antenna on top of the penthouse/elevator equipment room of the DMA Plaza located at 300 Remington Street. Planner Olt stated that staff was recommending approval of the project. The applicant, Nathan Foster, stated that Sprint PCS is developing a wireless network in Fort Collins and this site is vital to their coverage to provide service to the Fort Collins Area. He stated by placing the antenna's on existing buildings, they hope to create a low impact, visually acceptable site which takes away the need for a free standing facility. PUBLIC INPUT Planner Olt stated that he had a phone conversation with Bob King this morning, who is the owner of the property at 230 Remington Street, which is directly north of the DMA Plaza. He expressed concerns regarding health reports that he has read regarding these facilities. He was unable to attend this hearing and wanted his concern expressed and asked if there was any need for concern until the studies are done. He asked if the city could conditionally approve this to where if the health reports were to indicate that there is some concern, could these facilities be required to be removed. PUBLIC INPUT CLOSED Mr. Foster addressed the health concern expressed by the citizen. He stated that these facilities are 250 times below National standards for wireless communication sites. Per
