The Grand Duchy of Luxembourg com-
mands international influence dis-
proportionate to its 400 000-strong
population. The presence of the Euro-
pean Court of Justice and the Euro-
pean Investment Bank attracts thou-
sands of foreigners, while tax incen-
tives have encouraged major banks to
establish subsidiaries in the capital,
Luxembourg. Of all the Benelux coun-
tries, the grand duchy has suffered
least from the effects of recession.
Evidence of this is a new business
park located half -way between Luxem-
bourg airport and the medieval capital.
Here, new corporate headquarters build-
ings are booming. The latest to be com-
pleted is a subsidiary for the Munich -
based German banking conglomerate,
Hypobank, designed by Richard Meier.
The four -storey, U-shaped building
that now sits on one of the uniformly
shaped plots was a competition -winning
scheme. The Hypolux, as the bank's Lux-
embourg subsidiary is called, occupies
three-quarters of the building; the second
of the shorter wings will be let separately.
The bank entrance is the most highly
worked area of the building. Aramp leads
into a drum -shaped foyer. Once inside, a
void provides views of the curving balco-
nies on the floors above. Otherwise, the
reception area is unexceptional. Visitors
are simply greeted by a reception desk
with offices set behind on both sides.
In the second public area — a function
room along a corridor to the right of the
reception area —a constructivist-stylespi-
ral staircase relieves the otherwise plain

APPENDIX A: West Elevation, Celestica Colorado

conventionally used on all sides of similar industrial buildings. We are using this material
for the expansion walls on the project because it is somewhat more economical than
precast concrete, and it comes down quickly and cleanly, with minimum disruption to
manufacturing processes. A coloured sample is being prepared by HH Robertson for City
review, and will be forwarded to the City as soon as received.
15. The trees have been removed on the revised elevations submission.
16. The glass reflectivity note has been corrected on the revised elevations submission.
17. We propose that the metal panels (at locations other than the south wall) will be a factory
prefinished, PPG Duranar paint (proprietary name) on aluminum system. Kawneer and
other curtain wall system manufacturers will match any solid colour sample and paint their
product accordingly; architects typically use paint chip samples for such custom colours.
As it would be difficult to obtain a sample within a short time period, we have attached a
paint sample in a similar colour to that proposed (appendix C).
Please advise if you require clarification of the above.

In order to directly address City of Fort Collins concerns, and clarify the intention of the
architectural design component of the Celestica Colorado project, we have prepared a point by
point response to the City of Fort Collins Community Planning and Environmental Services Staff
memo, dated October 9, 1997. Each number below corresponds to the Staff memo numbers;
items not responded to below will be addressed by BHA Design and/or Blackfox Commercial Real
Estate Group under separate cover.
5. We agree with the City comments; Young + Wright Architects Inc. will clarify matters on
the revised lighting plan submission.
8. A sketch detail of the retaining wall is attached to this memo (appendix A). We have
designed the wall to provide features consistent with those recommended by the City: the
wall will have vegetation in front of it, possibly ivy on the north facade; it will be shaped to
provide aesthetic interest and built-in seating near the staff entry; the material will be a
quality concrete with surface texture, joint reveals and other scaling components. This is
an important entrance for Celestica, and Celestica wants this wall to project a positive
image.
