3. The detention area has been revised to better accommodate
detention and the irrigation pond, as well as to reflect reduced
parking. This change is illustrated on the plans.
Celestica is working hard to be good neighbors in their new community.
The attached plans represent significant compromises on their part in an
attempt to get off on the right foot with the City. We hope you will agree.

Following is a response to comments from the City Forester. We have added
additional written responses in red pencil directly to the Forester's drawings
in order to facilitate his review.
Tim has indicated the requirement for canopy shade trees adjacent
to access walks that approach the building. We would like to
request alternative compliance to this ordinance. We are providing
trees adjacent to the walks but we would like for them to be
differentiated from the canopy trees in the parking. We would like
to highlight them as pedestrian accesses by providing 1) a tall
vertical element at walkways into the major entry points, and 2) by
providing a flowering tree at secondary access points.
We have added formally planted trees at 40'O.C. along drives.
These trees have been clustered to provide visual openings where it
is desired to have sign visibility.
The parking lot screening ordinance requires trees at an average of
1 tree per 25 lineal feet of parking. It allows clustering. We have
clustered groups of evergreens to reflect the Harmony Corridor
planting scheme.
4. There are several existing trees on Harmony Road and adjacent to
the Harmony House that will be removed. We have met with the
Forester on the site and reviewed these trees. Specifically the two
easternmost Cottonwoods along Harmony Road will be removed to
make room for the deceleration lane into HTP. There also will be
Four Green Ash on the southern end of the Harmony Road site that
will be removed. We will mitigate these with 6 replacement trees
of 3 inch caliper or as further directed by the City Forester.
Additional comments.
1. We have simplified the employee courtyard for cost management
reasons.

gradually reduce peoples' dependence on the automobile and not
radically impact the operation of businesses.
In addition to the reduction in parking Celestica will also be
undertaking the following measures to encourage employees to use
alternative transportation measures:
• Provision of a Transfort bus stop On CR9 and allowance for
a future one on Harmony Road.
• Provision of preferential parking for carpools and/or vanpools
• Provision of bicycle parking close to building entries
• Showers for employees
• On -site food service
• Flexible work hours for office employees
7. Sidewalk connections have been reinstated on all sides

the City Land Use Code. Celestica has made an attempt to reduce
the parking, and they will also incorporate TDM strategies.
Outlined below is our assumptions and our thinking.
A. Celestica will have a total of 700 employees in the production staff
(2shifts). City code allows .75 spaces/ employee. This technically
allows 525 spaces. The code does not specify limitations for shift
workers. Shift work necessarily overlaps because of the
requirement of one shift starting work and the other leaving at the
same time. w

C. Celestica will have 5 513 S of Office Space. City code allows 3
spaces/1,000SF. This means they would be allowed 159 spaces.
D. The City Land Use Code allows 20 % more parking for businesses
that have frontage on dedicated streets where parking is not
allowed. Parking will not be permitted on Technology Parkway,
CR9, or Harmony Road, therefore this provision would allow 136
more spaces. Based on this provisions, Celestica would be allowed
an additional 136 spaces.
E. According to the code ,as we believe it is written, the code would
allow Celestica to have 820 total spaces.
F. Our original submittal was for 775 spaces which is well under the
code. After reviewing their internal requirements Celestica has
agreed to reduce the parking to 625 spaces. This is a reduction of
150 spaces. Celestica is concerned about the compromise on their
standards but is committed to working with the City.
The code as written was intended to reduce the amount of people in
Single Occupancy Vehicles. If interpreted as in your original letter
this represents a dramatic reduction by almost 60% in the number
of individuals allowed to drive to work in a shift environment. This
requirement would be totally unrealistic and unworkable. We
believe the code is written as it is because the intent was to

RE: Celestica Colorado Drawing Revisions
Dear Ted,
Thank you for your comments of October 8, 1997. We have addressed many
of the comments through our architect, engineers, and our efforts on the PDP
plan. Outlined below is a response to specific items mentioned in your letter
relating to planning comments. Attached is a separate letter from the
architects relating to your comments on the architecture. As usual our
response numbers correspond with your letter number.
1. & 2. This comment has been addressed on revised plans submitted by
Sear Brown.
3. & 4. The perimeter security fence has been taken out from the perimeter
of Celestica's site. Celestica will provide security at the entry to the
building. Celestica has decided that community relations are more
important than this security issue. Access to utility providers will
be the same as on any project, with utility easements. There will,
however, be fence surrounding the Harmony House. This fence
will be provided so that children in the house are separated from
the driveways on the Celestica building. This fencing will be a
maximum 6 foot high metal fence. The portion facing on Harmony
Road will only be 4 feet in height. The fence will be designed in
conformance with the Corridor plan. An example detail is
included and will be placed on the final drawings.
5. An easement for the walk has been platted. A revised lighting plan
has been included in this submittal.
6. The requested information has been included on the PDP. We
believe after reviewing our plans, the City, code, and working with
Celestica, that we will not require a request for a modification to
