Flexible work hours for office employees. The project in for review at this time is only the first phase of a much larger industrialloffice park. Each phase will be required to submit a TIA, detailing the conformance with the trip generation rates used in the first two studies. Item four asked for a statement regarding pedestrian/bicycle concerns and refnediations. The requested traffic signal at Harmony Road and Technology Parkway is necessary to accommodate safe and direct pedestrian and bicycle access between the sites, The signal design will include refuge islands and pedestrian actuated buttons within the islands to facilitate the crossing. This connection is necessary to support operational interaction between Celestica and HP which anticipates a high level of bicycle and pedestrian travel, The long range plans for the ODP also supports the future need for the crossing. The last item that I will address is the issue of Carbon monoxide (CO) non -attainment and pollution concerns. Fort Collins is currently designated as a moderate non -attainment area. As such, no requirements by EPA or the State of Colorado are applicable for CO analysis. Celeadca Development, SH 68 Dear Tess: Please consider this letter as the response to your `Request for Additional Information" letter dated October, 29, 1997. I will be addressing items 2,3,40and 5 of the letter. Matt Dellich will be answering items 1 and 6 and will transmit that data directly to you. Item one asked for an explanation between the connectivity between the Celestica and HP. The Overall Development Plan relied on two connections between the sites: County Road 9 and Technology Parkway. Technology Parkway, as a full movement intersection provided the most direct and convenient connection between the two sites. Analysis has shown that the intersection of CR9 and Harmony Road can not accommodate all of the traffic generated by the users and the projected background traffic. The interaction between the two sites also includes an anticipated high level of bicycle and pedestrian activity. The loss ofthe full movement intersection at Technology Parkway will influence employees to drive their automobiles between the two sites due to the lack of direct connections. item two asked for written support concerning the 30% trip reduction approach used in the Traffic Impact Analysis. ITE trip generation rates are based on regression analysis on only a limited number of samples. The trip productions of ME, albeit an extremely usefbi tool, are an average of what is to be expected in terms of trip generation. As the City Traffic Engineer, I have always accepted rates based on local experience in the conducting of a traffic study. I believe this practice to be in accordance with good traffic engineering. The TIA performed for the site used traffic data based on the rates of what is currently being produced at the HP site. The relationship between the two companies, HP and Celestiea, and the fact that many HP employees will be working for Celestica, make the rates acceptable to the City of Fort Collins. The developer of the Celestica site has included documentation in the development process that assures the following: 1.
