a) As a note of caution, PFA is looking at businesses very closely and it
welding is occurring on -site, it will be classified as H4. Therefore, if
over 3,000 square feet, the building will need to be sprinklered if
welding takes place. This can be tracked on the electrical plan.
b) We will regulate waste oil tanks if the business of changing oil will take
place on the site.
The Current Planning Department offers these following comments:
a) You will need to submit an A.P.O. (a list of affected property owners)
for notification of affected owners with 500' of the property. Included
with this letter is an area of notification for the proposal.
b) Under the new Land Use Code you will have to submit a project devel-
opment plan. The project development plan will generally specify the
uses of land, the layout of landscaping, circulation, architectural eleva-
tions, and building and preliminary plat. The PDP is more specific than
the Preliminary submittals for the LDGS. You may choose to submit
both Project Development Plan and Final Plan concurrently. Please
contact our department for a list of submittal requirements and the ap-
plicable fees. You may submit at any time under the new process.

d) Street oversizing tees for this use are $19,433 per acre.
e) If improvements are required, they will need to be in accordance with
the new street standards, however. as this is an intill project, the City
may consider a variance (regarding detached sidewalks and parkway
requirements) to the standards.

8. Transportation Planning offered the following comments:
a) You will need to prepare a Transportation Impact Study (TIS). Please
call Eric Bracke at 221-6062 to determine the scope of the TIS.
b) Please provide bicycle parking (adequate to provide for 5% of the
number of vehicle spaces).

9. The Building Inspections Department offered the following comments:
a) This is not permissible within Bt use if hazardous materials are pres-
ent.
b) Please provide connection to the sidewalk.
c) This will have not meet the non-residential energy code.
d) You will have to provide a handicapped parking space. This should
be located wherein there is a good connection and mark the access
aisle and striping.

10. The Advance Planning Department offers the following comments:
a) Please place some vinestboston ivy along the wall of the building to
soften the impact of the wall for the residential use to the south.
b) Plant cut-out pockets in order to minimize this impact and to add vari-
ety to a blank wall.

11. Poudre Fire Authority offers the following comments:

c) The standard drainage and erosion control reports and plans are re-
quired and must be prepared by an engineer registered in Colorado.
Onsite detention is a standard requirement, however, if the Master
Plan assumes no detention or the runoff is ahead of the peak in Spring
Creek, a detention variance may be granted.
d) Water Quality needs to be considered. Runoff from parking lots can
be routed through a sedimentloil separator.
e) The impervious area of the existing structures is "grandfathered" so
the effects of increased imperviousness is the impact that needs to be
analyzed.

3. Light and Power offered the following comments:
a) There are existing facilities along the back of the property.
b) You will need to complete a Commercial 1 form.
c) There will be fees associated with this use. Please call Monica Moore

4. The Water and Wastewater Departments offered the following comments:
a) Water and sanitary sewer services for the proposed business must
conned to the mains in Spring Court. Adequate easement must be
provided for existing sewer and water services on the north/south
property line.
b) Drains for the service bays must discharge to a sand and oil intercep-
tor.
c) The water conservation standards for landscape and irrigation will ap-
ply to this project, and Plant Investment Pees and water rights will be
due at time of building permit.

5. The Engineering Department offered the following comments:
a) Improvements may be required along Johnson Drive and Spring Court.
b) They may be paybacks due related to Total Petroleum and the storage

LAND USE DATA:
Request for one-story facility for minor vehicle maintenance. The building is pro-
posed to be approximately 4,900 square feet, a "metar building, with nine bays.
Currently, there are two residential properties on the site.
COMMENTS:
1. The Zoning Department offered the following comments:
a) The property is located in the C-Commercial zoning district. The intent
of the project is important as it impacts upon whether this proposal is a
Type 1 review or a Type 2 review. If the use is classified as a minor
vehicle repair, it can be processed as a Type 1 review. This would be
processed as a Type 2 review if the use is intensive as a major vehicle
repair.
b) There should be a 5' landscaping strip along the parking side.
c) Is there adequate space to back-up from the southem-most parking
space?

2. The Stormwater Utility offered the following comments:
a) This site is located within the Spring Creek basin where the fees are
$2,175/acre and it is subject to the runoff coefficient reduction.
b) The system map shows an inlet on Johnson Drive that could be used
as an outlet if it is on the downstream side of the site. The driveway
location may interfere

Dear Steve:
For your information, attached is a copy of the Staff's comments regarding the
proposed vehicle maintenance facility presented before the Conceptual Review
Team on April 28, 1997.
The comments are offered informally by Staff to assist you in preparing the de-
tailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

5. Engineering Department
a. Sidewalk and curbcut improvements will be made along Johnson and Spring Court
roads as required.
b. Payback requirements will be confirmed with the engineering staff.
c. Utility plans have been submitted for review.
d. Street overseeing fees have been noted and will be provided at the time of permit
application.
e. Any required improvements will be constructed to City standards.

a. A Traffic Impact Study has been submitted for review.
b. Bicycle parking will be provided on -site.
c. Handicapped parking and striping has been provided.
8. Building Inspections Department
a. Hazardous materials will not be stored on -site except when in approved containment
vehicles approved by governing authorities. The building will be a type H-4 occupancy.
b. A connection to the public sidewalk has been provided.
c. The proposed structure will comply with applicable energy code criteria.
d. Handicapped parking and striping have been provided on -site.
10. Advance Planning Department
a. Landscaping has been provided along the south building face to buffer the adjacent
residential uses to the south.
b. The building has been provided with a 6'-B"offset at the westernmost portion of the
south wall and the remainder of the south wall offset form the property line, to mitigate
the buildings' impact.
11. Poudre Fire Authority
a. The building will include welding uses, exceed 3,000 s.f., will be classified as an H-4
occupancy and will be fully sprinklered.
b. Oil changes will be a service provided on -site and will be subject to oil tank storage
requirements.
12. Current Planning Department
a. An APO list has been provided, as requested.
b. It is the intent of this application to submit for P.D.P. and Final Plan approvals,
concurrently
c, A neighborhood meeting was not required, as the project was classified as a
Type I review.

1. a. The project was reviewed by planning and zoning staff to be a minor vehicle repair
facility, constituting a Type 1 review.
b. A 5' landscape buffer has been provided on the parking area adjacent to the east
property line.
c. There is adequate back-up area, (approx. 39') for the southern most parking stall.
2. a. The stated fees are noted.
b. The inlet on Johnson Drive has been utilized in the storm drainage design.
c. A standard drainage and erosion control plan and report has been submitted for
review.
d. A sediment/oil separator will be provided in the project to guarantee water quality
concerns.
e. The impervious areas of the site have been calculated and included in the storm
drainage analysis for further review.
3. Light and Power
a. Power to the project will be provided from the existing services to the east.
b. A Commercial 1 form will be provided at the time of building permit application.
c. The associated fees will be provided at the time of building permit application.
4. Water & Wastewater
a. New sanitary sewer has been connected to the existing sanitary service to the east
side of the property. The new water service has been provided from the Spring Court,
west side, of the property. No new easements have been created.
b. A sand/oil separator has been provided within the project site.
c. The landscape & irrigation standards will be met and plant investment fees provided
at the time building permit application.
