ix Project Name
The project was previously submitted at Conceptual Review as 2003 South College
Avenue, (Fort Collins Muffler).
x Development Schedule
The project construction will commence following final development approval in the fall
of 1997 and be completed by spring,1998. There will be no phasing to the project other
than the removal of existing on -site structures, which could begin at any time.

i CITY PLAN Principles & Policies
This project strives to implement and blend the CITY PLAN Principles and Policies. The
applicant achieves a proper balance of land uses within the existing Commercial zoning. The
development is an appropriate use utilizing the Citys' existing utilities infrastructure and
transportation accessibility, while fulfilling a general public need and service. This project
improves on a less than desirable existing condition, providing a new appropriate use that is
compatible with the existing fabric of surrounding development.
ii General Description
The proposed project will provide additional minor automotive repair facilities to an
existing vehicle facility immediately adjacent to the east. The new facilities will relieve the
current overcrowded service situation and parking/access problems for customers at the
existing operations.
The project site is bounded by the City of Ft. Collins Spring Creek Park and bikeway to
the north, commercial uses to the west, east and south, as well as rental housing to the
south. The uses have been internalized to the site where parking and access to service areas
are located. Landscape and building buffering occur on all sides of the site with special
attention provided to the residential use to the south and Spring Court street side to the west.
iii Ownership & Maintenance
All maintenance of private and public areas will be provided by the operations manager
and owners, (being one in the same), James M. and Martha M. Dwyer, of Ft. Collins.
iv Employee Count
The employee count is projected to be 7.
v Assumptions and Choices
The basic asumptions in the site and building layout included access off of Johnson Drive
from College Avenue, internalizing service uses and parking/ circulation areas, a low building
profile solution with appropriate building materials and landscape buffering that would be
consistent with the existing fabric of the streets and uses.
vi Applicable Criteria
Applicable criteria will be met as required by staff.
