landscaping on this site is being partially reconfigured. The property is located in the
C - Commercial zoning district. The project was reviewed against the General
Development Standards contained in Article 3 of the Land Use Code and the District
Standards contained in Division 4.17 (the C - Commercial zoning district) of the Code.
Because of the parking lot and landscaping reconfiguration, the primary area of interest
as it relates to the Land Use Code is Section 3.2.1, Landscaping and Tree Protection.
The site and landscape plans indicate the project is in complete compliance with the
requirements of the Land Use Code including the provision of street trees, perimeter
and interior landscaping of the parking lot and screening of the loading zone and trash
enclosure with the exception of the landscaping of the parking area west of the building
adjacent to South College Avenue. However, the City has previously granted a waiver
of the landscaping requirements in this portion of the parking lot resulting from the
creation of a north bound turn lane on College Avenue that removed existing vegetation
and a tier of parking at the time of construction.
FINDINGS, CONCLUSIONS AND DECISION
FINDINGS AND CONCLUSIONS
After reviewing the staff report and the record of the public hearing, the Hearing Officer
makes the following findings and conclusions:
The Palmer Office Building Remodel, PDP includes permitted uses in the C -
Commercial zoning district that are subject to administrative review.
2. The project meets all applicable standards contained in the General
Development Standards, Article 3 of the Land Use Code except for with the
exception of the parking lot landscaping next to South College Avenue.
3. The City has previously granted a waiver of the landscaping requirements in this
portion of the parking lot resulting from the creation of a north bound turn lane on
College Avenue that removed existing vegetation and a tier of parking at the time
of construction.
4. The project meets all standards contained in Division 4.17, the C - Commercial
zoning district.
PUBLIC HEARING
After reviewing the Staff Report and recommendation, a public hearing was held on the
subject application at 2:00 PM on December 4, 1997. The hearing was held at 281
North College Avenue, Fort Collins, Colorado.

BACKGROUND
This project is a proposed remodel of approximately 6,000 square feet of an existing
one-story building located near the southeast quadrant of the intersection of South
College Avenue and Horsetooth Road. The remodel is the result of a planned change
of use from wholesale florist to office uses. In addition to the remodel, the parking and
