13. The striped island at the southeast corner of the building should be a raised,
landscaped island.
14. Pedestrian connections should be provided on -site between Mitchell Drive and
South College Avenue.
15. No bicycle parking is shown for the new office remodel.
16. Will the lowering of the existing parking area affect any existing underground
utilities?
17. Is it possible to provide a sidewalk along the north side of the Palmer Office
Remodel building?
18. Street trees should be provided in the landscape areas along Mitchell Drive and
South College Avenue, for both properties (Palmer Flowers and the Palmer
Office Remodel/Men's Warehouse/Moovies Video).
19. Part of the required stormwater detention for this development is proposed in the
parking area on the east side of the new office. Is there enough volume being
proposed and is the proposed grading adequate? The Stormwater Utility needs
to review a grading plan and drainage calculations.
20. The northern -most parking space on the east side of the Palmer Office Remodel
building should be eliminated to allow for a "back out and turnaround" area for
vehicles.
21. There should be sidewalk returns from the sidewalk along Mitchell Drive to both
of the identified striped pedestrian crosswalks on the two lots. This will allow
pedestrians to make the movement without having to walk across grass or
groundcover areas.
22. The Lighting Plan notes describe the nature of the proposed lighting on -site;
however, the plan does not clearly show where lighting is to occur, both in the
parking areas and on the buildings.
This completes the staff comments at this time. Additional comments will be
forthcoming (if any are outstanding) as they are received from City departments and
outside reviewing agencies.
Under the new development review process and schedule there is no revision date
mandated by the City. The time spent on revisions is up to the applicant. Upon
receipt, the revisions will be routed to the appropriate City departments and outside
reviewing agencies, with their comments due no later than the third weekly staff review
meeting (Wednesday mornings) following receipt of the revisions. At this staff review
d. The width of the parking aisle east of the Palmer Office Remodel is
inadequate. It must be at least 20' wide for automobiles to maneuver.

9. Basil Hamdan of the Stormwater Utility offered the following comments:
a. On the grading plan, please provide proposed contours for the re -shaping
of the existing parking lot detention area.
b. Please perform stage -storage computations for the proposed detention
area. Show that the new detention area will have as much or greater
capacity than the existing detention area.

10. Roger Buffington of the Water/Wastewater Department stated that, based on
the information provided on the Site and Landscape Plans, this project appears
to have no impact on City water/sanitary sewer mains or services; therefore, he
has no comments at this time.
11. Kathleen Reavis of the Transportation Department offered the following
comments:
a. There is a concern with the "new striping" area shown at the southeast
corner of the Palmer Office Remodel building. This should be designed
with curb, landscaping and walkway connection to the sidewalk around
the building.
b. Provide bicycle parking at the office remodel building entrance.
C. Need to provide pedestrian connection(s) to College Avenue. See notes
on the marked -up Site Plan.

General comments expressed by staff at the weekly Staff Review meeting on
September 17, 1997 are as follows:
12. Is there a need for a firewall between the existing Men's Warehouse/Moovies
Video uses and the new office uses?
e. The following note must be added to the Landscape Plan:
"All landscaping shall either be installed or the installation shall be
secured with a letter of credit, escrow, or performance bond for 125% of
the value of the landscaping prior to issuance of a certificate of occupancy
for any building."
f. The Site Plan must show building envelopes and distances to property
(lot) lines.
g. The entire Men's Warehouse/Moovies Video site must be upgraded with
this development request, i.e. - landscape the front parking lot to be in
compliance with City Code.

4. A copy of the comments received from Sharon Getz of the Building Inspection
Department is attached to this letter.
5. Doug Martine of the Light & Power Department stated that additional power
requirements (if any) need to be coordinated with Light & Power engineering.
6. A copy of the comment sheet from Laurie D'Audney, regarding the City's Water
Conservation Standards for Landscapes, is attached to this letter.
7. Roger Frasco of the Poudre Fire Authority stated that this is an existing non-
conforming building and, therefore, he has no comments.
8. Mike Coley of the Engineering Department offered the following comments:
a. Will the "lowered" asphalt in the parking area east of the office remodel
affect any existing underground utilities?
b. The northern -most parking stall will be difficult to exit. This space should
be eliminated and a "back out" space provided in its place.
C. The recessed area on the Palmer Office Remodel (existing Wholesale
Florist) building, as shown on the Site Plan, is not evident in the field.
Alterations to the existing building should be referenced on the Site Plan
and cross-referenced with the new building elevations. Also, the existing
east face of the building should be shown (in dashed line) on the Site
Plan.

Staff has reviewed your documentation for the Palmer Office Building Remodel -
Project Development Plan and Final Compliance Plan (Type I, Land Use Code
l
that was submitted to the City on August 19, 1997, and would like to offer the following
comments:
1. A copy of the comments received from Susan Peterson of U.S. West is attached
to this letter.
2. Jim Slagle of Public Service Company stated that any rerouting (relocation) of
PSC facilities will be at developer's expense.
3. Representatives from the Zoning Department offered the following comments:
a. Ramps are needed from the handicapped parking spaces up to the
adjacent sidewalks.
b. A bicycle rack should be installed near the new entrance to the building,
on the east side.
C. Any existing landscaping behind Palmer Flowers, between the building
and Mitchell Drive, should be shown on the Landscape Plan.
d. Add 1 tree per linear fo&in the landscape areas along the street frontage
between the parking lots and Mitchell Drive (behind the sidewalk). This
applies to both the new office remodel and Palmer Flowers.
