8a. The asphalt will only be lowered a maximum of 6" to 8" and to our knowledge is not affecting any
underground utilities.
8b. The northernmost parking stall will be striped and not utilized as a parking space in order to provide
back out space.
8c. The new recessed area on the Palmer Office Building Remodel is now shown dashed.
8d. The parking spaces along the east side of the Palmer Office Building Remodel will be shown as compact
spaces in order to provide the minimum 20 foot drive aisle single loaded.
9. Please refer to the letter and information provided by Stewart and Associates, Inc.

11a.The landscape island will be shown and the sidewalk extended to the pedestrian crosswalk as per
request by Kathleen Reavis.
1 lb.Bicycle rack for parking is provided adjacent to the entrance to the Palmer Office Building Remodel.
11c.The pedestrian connection is shown on the new Revised Site Plan.
12. A 1-hour fire wall between the existing rentals (Men's Wearhouse and Moovies Video) and the new
office use will be provided.
13. The striped island at the southeast corner of the building will be a raised landscaped island, in lieu of
striping.
14. Pedestrian connections are provided. See Revised Site Plan.
15. Bicycle parking will be provided adjacent to the new entrance to the Palmer Office Building Remodel.

16. No existing underground utilities will be affected, based on review with utility companies.
17. Due to the existing Larimer County Water Channel 42 being so close to the existing property line and
other drainage on the north side of the building, we do not believe that it would be an appropriate place
to have a sidewalk. Sidewalk connections are provided across the south side of the building.
18. Street trees exist on both properties along College Avenue, and at the Palmer Flowers property along
Mitchell Drive. New street trees are now shown at the Palmer Office Building along Mitchell Drive. (See
Revised Site Plan.)
19. Please refer to the letter and information provided by Stewart and Associates, Inc.
20. The northernmost parking at the east side of the Palmer Office Building Remodel has been eliminated to
provide for back out and turnaround area.
21. Sidewalk returns will be provided along the sidewalk along Mitchell Drive for both of the striped
pedestrian crosswalks.
22. Please refer to the Revised Lighting Plan and enclosed cut sheet (`BB")of added fixture type.
Enclosed please find Revised Site Plan, Revised Landscape Plan, and Revised Lighting Plans with revision
date of October 1, 1997. In addition, all the redlined drawings by City Staff have been included for your
review.

Re: Palmer Office Building Remodel Development Plan and Final Compliance Plan
Dear Steve;
This letter is in response to several comments by your staff dated September 24, 1997 addressed to Roger
Thorp on the above referenced project. Items numbers in this letter will correspond to the items numbers in
your letter.
1. We acknowledge the comments made by Susan Peterson of U.S. West and indicate herewith that the
developer will pay for any relocation of existing telephone facilities.
2. We acknowledge the comments made by Tun Slagle of Public Service Company regarding relocation of
gas and indicate herewith that the any relocation of gas will be at the expense of the developer.
3a. Ramps are not needed at the handicapped parking spaces due to the fact that the curb is flush. Concrete
bumper blocks will be provided to keep vehicles from parking on the sidewalk and will allow space for
handicapped access.
3b. A bicycle rack will be provided at the north end of the parking spaces close to the new entry for Palmer
Office Building Remodel.
3c. The existing landscape is now shown between Palmer Flowers and Mitchell Drive on the Revised
Landscape Plan.
3d. Four (4) street trees have been added along Mitchell Drive with maximum spacing @ 25 feet o.c. (See
Revised Landscape Plan).
3e. A note has been added to the Revised Landscape Plan requiring "All landscaping shall either be installed
or the installation shall be secured with a letter of credit, escrow, or performance bond for 125% of the
value of the landscaping prior to issuance of a certificate of occupancy for any building."
3f. Distances from property lines to the existing building envelop are now shown.
3g. The existing landscape and sidewalks were just recently revised and are in conformance with the
agreement between Spiro Palmer and the City of Fort Collins, as per Mr. Palmer's comments and
discussions with Matt Becker with the City of Fort Collins.
4. The building will comply with the City of Fort Collins Nonresidential Energy Code. The insulation at the
Remodel portion of the building will be upgraded. The building will also have a 1-hour fire wall
separating the Remodel from the Moovies video rental and Men's Wearhouse spaces, as per the Uniform
Building Code as amended by the City of Fort Collins.
5. If there are additional power requirements, they will be coordinated with City of Fort Collins Light and
Power Department Engineering.
6. Item 2 on General Notes of Landscape Plan has been revised to indicate " .......with the requirements of
the City of Fort Collins, and be submitted for approval by the landscape contractor".
