Box 580 Fort Collins, CO 80522 Re: FDP150025 Brookfield Second Filing Tracts D and E Combined PDP/FDP Dear Mr. Holland: At the request of The North Poudre Irrigation Company (NPIC) I have reviewed the package of material for the above referenced project. We have two primary concerns: 1. The property adjoins the Fossil Creek Reservoir Inlet Ditch which is owned by NPIC. The drawings do not show NPIC as owners of the property and it is unclear how the property line was determined. NPIC needs room to operate maintenance equipment on both sides of the ditch. 2. There is drainage from the property into the Fossil Creek Reservoir Inlet Ditch but to our knowledge we have not received any notification or drainage report that details the discharges into the ditch. The drawings also show a stormwater discharge into the FCRID to the north of this project and immediately north of this discharge the 10-foot wide concrete trail is shown crossing the FCRID. We realize that both the stormwater discharge and bridge may not be part of this project but NPIC is very concerned that they have no written record of a request for discharge of stormwater, nor application for a crossing permit for construction of a bridge.
