calculate flows received by the inlet. Provide calculations in the report showing that the

-Add note pertaining to 4' separation from water and sewer to shrubs on the landscape plan.
-Show water and sewer lines on landscape plans. Provide required landscape and utility separations on
landscape plans.

Coordinate landscape and site plans with the civil design.
-Provide and show the utility easement for sanitary sewer main.
-No permanent structures may be constructed on water/sewer mains, or within a utility easement. This
includes retaining walls, out building and trash enclosures.
-Include standard general notes on the utility plan concerning depth of bury for water and polywrap of
DIP.
-Show and label all existing and proposed water or sewer lines. Include services for other buildings

Storage or use of hazardous materials must be in compliance with the Fire Code and
Chapter 9 of the 1991 Uniform Building Code as adopted by the City of Fort Collins. A
list of such materials with quantities and classifications should be submitted for review
at the time of building permit application. If welding or painting will be done inside the
building design must comply with the building code requirements for hazardous
occupancies.
The site shall be accessible to persons with disabilities in accordance with Uniform
Building Code Section 3103 and UBC Appendix Section 3106. Provide a designated
and marked "accessible route of travel' among all the buildings on the site and building
exits and entrances and the public way (public sidewalk). Accessible routes shall
comply with ANSI Al 17.1-1992 with running slopes no greater than 1:20 and cross
slopes no steeper than 1:50. Where routes cross lanes for vehicle traffic, they shall be
designated and marked as a cross walk. Provide parking and signs per Appendix
Section 3107. Parking and access aisles shall comply with ANSI Al 17.1-1992 with
slopes no greater than 1:50 in any direction.
Buildings shall be designed to comply with the Fort Collins Nonresidential Energy Code
(ASHRAE 90.1 with local amendments).

As you are aware, the City of Fort Collins Current Planning Department recently
implemented a new development review process. Under that new process, revi-
sions may be submitted at any time. With the submittal of revisions, please in-
clude the enclosed redlined plans. Please contact me for the number of revi-
sions required.

thirty (30) to forty (40) foot spacing."
h) Please verify that the proposed landscaping meets the Minimum Spe-
cies Diversity as outlined in Section 3.2.1(D)(3) of the Land Use Code.
i) To provide for additional screening of the parking area and open ga-
rage bays, please provide a planter/cut-out for a canopy shade tree
along the west side of the main entryway. In addition, ground cover
and perhaps some low shrubs are to be placed along the driveway to
provide for additional screening as well as to add safety for those sit-
ting or walking in what appears to be a plaza area.
D Please provide a vicinity map which shows the area surrounding the
site within a distance of at least one (1) mile with the following infor-
mation: zoning districts, location of existing municipal boundary lines,
traffic circulation systems with street names labeled, and major public
facilities (schools, parks, etc.) This should be on both the site and
landscape plans.
k) Please provide the correct zoning in the Land Use Table.
1) Please provide a detail on the manner in which any rooftop -mounted
mechanical equipment will be attached.
m) On the top of the site and landscape plans and elevations, please la-
bel the title by which the proposed development is to be referred.
n) On the Landscape Plan, in the box with the Landscape Area Statistics
the word "etc." is misspelled.
o) Please specify the color of the doors as well as color and additional
information on the metal roofing materials.
p) A second window should be added to the north elevation to provide for
some visual interest and to break up the monotony of the wall.
q) In accordance with the requirements of the Land Use Code, Section
3.5.3(13)(2)(c), the building shall "be located no more than fifteen (15)
feet from the right-of-way of an adjoining street if the street is smaller
than a full arterial or has on -street parking."
r) Please list the number of employees on the site plan (in the Land Use
Table).
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to re-
view this request.
Please provide a written response to each of the above stated comments with
the submittal of plan revisions. Please contact me at 221-6750 if you have any

c) One additional honey locust must be added to the west side parking lot
entrance to shield the view of the parking lot from westbound traffic.
5) Please see the site plan and landscape plan for comments from the Advance
Planning Department.
6) Comments from the Building Inspections Department are attached.
7) The Poudre Fire Authority stated, "The building is to fully fire sprinklered as
shown. We will need a hazardous materials impact analysis (HMIA) and a
hazardous materials management plan (HMMP) for waste oil, etc."
8) Comments from the WaterMastewater Utility are attached.
9) The Current Planning Department offered the following comments:
a) Those areas wherein pedestrians are required to cross a driveway, the
pedestrian connection must be clearly marked using special paving
materials or striping per the requirements of Section 3.2.2(C)(5)(b) of
the Land Use Code.
b) Bicycle parking must be provided in accordance with Section
3.2.2(C)(4) Bicycle facilities of the Land Use Code.
c) Will there be access on the east property line from the existing Fort
Collins Muffler? If so, this needs to be indicated on all plans.
d) Please provide details on the colors for the screening materials used
for the trash collection area. If possible, the design for this should ac-
commodate recycling.
e) Canopy shade trees are required along the east property line in accor-
dance with Section 3.2.1(E)(4) Parking Lot Perimeter Landscaping of
the Land Use Code..
f) The City Forester will be conducting a site visit to determine the extent
of, if any, mitigation which is required per the Land Use Code. You will
be contacted when this has been determined. Please indicate all ex-
isting vegetation on the landscape and site plans and note as such.
g) The Land Use Code requires that at least two canopy shade trees be
located 3-T behind the sidewalk along Johnson Drive (immediately to
the north of what appears to be the office portion of the project.) Sec-
tion 3.2.1(D)(2) states, "Wherever a sidewalk is attached to the street
in a manner that fails to comply with the Design and Construction Cri-
teria, Standards and Specifications for Street, Sidewalks, Alleys and
Other Public Ways, canopy shade threes shall be established in an
area ranging from three (3) to seven (7) feet behind the sidewalk at

Dear Mr. Steinbicker:
Staff has reviewed the submittal for the Spring Court Subdivision —Fort Col-
lins Muffler that was submitted on August 26, 1997, and would like to offer the
following comments.
1) Light and Power Utility offered the following comments:
a) The developer is encouraged to contact Light and Power Engineering
(221-6700) concerning the development charges that will apply to this
project.
b) It appears that modifications to the electric system will be necessary
(also at the developer's expense).
c) The 6' wide easement shown along the east property line must be
widened to encompass the electric line shown.
2) Comments from the Engineering Department are attached.
3) Comments from the Stormwater Utility are attached.
4) The Zoning Department offered the following comments:
a) It is necessary to assure adequate parking for vehicles awaiting serv-
ices or completed vehicles. They should not be stored on the street.
b) The building cannot be more than 15' from the street R.O.W. (Johnson
Drive). My scale showed 16' on the site plan. (It looks as if the
R.O.W. line is in Johnson Drive.)
