completed to address the question of what was previously approved, what capacity
is reserved, and what is new/different. I don't see the memo in the submittal. We'll
need to review that prior to any further comments.

the following, "This Overall Development Plan shows the general location and
approximate size of the existing wetland and the proposed rough estimate of the
mitigation wetland and 100' buffer zone as required by Land Use Code Section
3.4.1(E). Detailed mapping of the existing and mitigation wetland, and the plan for
stormwater treatment in the buffer zone, will be provided at the time of individual
PDP submittals. A wetland mitigation plan will be developed accordingly, with the
understanding that the buffer shown on this ODP may be reduced or enlarged by
the decision maker during the PDP process."

06/23/2015: With respect to the mitigation wetland and stormwater runoff, the City
of Fort Collins Land use Code, in Section 3.4.1 (K) requires that "to the extent that a
development plan proposes the creation of water features such as lakes, ponds,
streams or wetlands, the plan must include clear and convincing evidence that such
water features will be supplied with sufficient water whether by natural means or by
the provision of sufficient appropriate water rights."

06/23/2015: Please add the following notes to the ODP:
The exact location and the type of the two access points (limited movement) onto
Timberline Road will be determined at the time of PDP submittals and shall be
determined based on the alignment and/or off -set from other access points and the
ultimate design of Timberline Road.
Any change in the location of access points with PDP submittals needs to comply
with the City of Fort Collins Land Use Code and the Larimer County Urban Area
Street Standards.
Street Standards will be subject to the design standards in effect at the time of
application for project development plans (PDPs).
Common open space areas and streetscapes will be maintained by the
owner/developer or a Homeowners' Association (HOA).The Developer/Owner or
HOA will maintain all streetscapes, sidewalks, and bicycle/pedestrian trails including
snow removal.
Off -site improvements may be required at the time of PDP in order to meet level of
service for all modes of transportation.
Sight distance easements may be required along the public roadways at the time of
PDP review.

6/23/15: According to Section 2.3.2(H)(3)(5) of the Land Use Code, "the overall
development plan shall show the general location and approximate size of all natural
areas, habitats and features within its boundaries and shall indicate the applicant's
proposed rough estimate of the natural area buffer zones as required pursuant to
Section 3.4.1(E)." The ODP does indicate the current natural habitat and features
present and the wetland boundary, based on a wetland delineation conducted by
Cedar Creek Associates on 3/9/2015 and the ECS submitted on 3/23/2015.

06/23/2015: Follow-up site visits were conducted by Landon Hoover (Hartford
Homes), Steve Long (Cedar Creek Consultants) and Kelly Kimple (City of Fort
Collins) on 6/4/2015, and by Steve Long and Kelly Kimple again on 6/16/2015.
These visits and discussions were based on the understanding that the ODP would
include plans to mitigate the wetland onsite in order to accommodate an 8.25 acre
neighborhood park.
