10.Are pets allowed?
A. Yes, cats and small dogs are allowed.
11. Will there be any fencing?
A. No, there will be no fencing. The entire exterior grounds will be a common area.
12. What about the ditch? Will stormwater be routed into the ditch?
A. No, stormwater is not allowed to be conveyed into the ditch. A small earthen
berm will block stormwater runoff from going into the ditch.
13. Will the units be energy efficient?
A. Absolutely, we intend to provide insulation ratings of R-25 for the walls and R-49
for the ceilings both of which exceed required minimum standards.
14. What about a fence along the east property line?
A. We are not planning on a fence along the east property line. When CSURF
develops the adjoining parcel, our stormwater detention pond will act as a buffer.
15. What is your schedule?
A. We expect to complete the City's development review process in April of 2017.
That would allow us to begin land development in the Spring of 2017 and building
construction in the Summer of 2017. We expect to construct the townhomes in
three phases. The first phase would take about six to eight months. Full build -
out of all remaining units could take up to one year depending on the level of
interest.

2. Could you elaborate on the lease arrangement?
A. Yes, the lease allows residents to transition into any other Columbine facility
should the need for a higher level of care arise. In such cases, there would be
no penalty for breaking the lease.
3. Are there a variety of floor plans?
A. Yes, there are five floor plans and three choices of interior finishes for a
combination of 15 choices.
4. What would be the lease rate?
A. Lease rates would range from approximately $3,400 - $3,900 per month. This
would include all utilities, amenities and outdoor maintenance.
5. You mentioned the units are designed for aging in place, could you explain how
that affects the design of the units?
A. Yes, all units would feature no -step entries, roll -in showers, wider doors than
required and blocking behind the drywall for future installation of grab bars.
6. Are the Windsor models open?
A. Yes, we have one model open for viewing at this time. The Westwood Patio
Homes are located at the corner of Main and 14th Street in Windsor.
7. What about the exterior materials?
A. The exterior materials are designed to match The Worthington.
8. What about the interior details?
A. All units will feature open floor plans with living room, kitchen and dining area. All
units will include high ceilings, window coverings, tankless water heater, two
shower heads, ceiling fan with light in each bedroom, stainless steel appliances,
GE front -loading washer and dryer, finished heated garages and storage
cabinets in laundry room and garage.
9. What about the landscaping?
A. The site will feature a tree -lined walkway and a pocket park. In addition, there
will be screening between the buildings. All landscaping will be maintained by
Columbine.

Project Description
As proposed, the project consists of developing the 7.31 acre parcel for 34 townhomes.
The townhomes would be arranged in 17 duplexes. All units would be one-story and
able to be converted to accommodate full handicap accessibility to allow for aging in
place. A small pocket park is proposed. There would be a variety of one and two car
garage options. All units would be equipped with an automatic fire extinguishing
system. The units would be for lease, not for sale, and specifically intended for active
seniors age 55 or older.
Unless otherwise noted, all responses are from the applicant or consulting team.
Questions, Comments, Concerns
1. Were these units originally envisioned to be tri-plexes?
A. Yes, but after consideration, we decided to eliminate the middle unit as such unit
could not feature a sufficient number of windows for natural light. By providing
duplexes, there are more exterior walls and corner rooms which allow for more
natural light.
