(o) Signs.
No sign shall be so located as to restrict the sight lines and orderly operation and
traffic movement within any parking lot. All signs shall conform to 13-815.M. of
this Ordinance.
(p) Curbing.
Except for townhouses and single-, two-, three-, and four -family dwellings, all
open off-street parking areas and driveways shall have a perimeter concrete curb
and gutter around the entire parking lot according to standards provided by the
City Engineer.
(q) Protruding Vehicles.
All on -site parking stalls which abut property lines shall be designed and
constructed such that parked vehicles shall not protrude over property lines.
(3) Maintenance.
It shall be the joint and separate responsibility of the leasce and owner of the principal use,
uses or building to maintain in a neat and adequate manner, the parking space, access
ways, striping, landscaping and required fences.
(4) Use of Required Area.
Required accessory off-street parking spaces in any district shall not be utilized for open
storage, sale or rental of goods, storage of inoperable vehicles without a Conditional Use
Permit.
(5) Number of Spaces Required.
The following minimum number of off-street parking spaces shall be provided and
maintained by ownership, easement and/or lease for and during the life of the respective
uses hereinafter set forth:
(a) Single-family, two-family, townhouse, three-family and four -family dwellings:

Parking spaces provided by either attached garages, detached garages, or covered
carports shall apply toward the required parking for two-family, three-family,
four -family, townhouse, and multiple -family dwellings.
(b) Motels, Motor Hotels, Hotels:
One space per each rental unit plus one space for each ten (10) units and one
additional space for each employee on any shift, plus additional spaces as may be
required herein for related uses contained within the principal structure.
(c) Church, Theater, Auditorium:
At least one parking space for each four (4) seats based on the design capacity of
the main assembly hall. Facilities as may be provided in conjunction with such
-buildings or uses shall be subject to additional requirements which are imposed by
this Ordinance.
(d) Sanitariums, Convalescent Home, Rest Home, Nursing Home or Day Nurseries:
Four (4) spaces plus one (1) for each three (3) beds for which accommodations are
offered plus one (1) space for each employee on shift of greatest employment.
(e) Elderly (Senior Citizens) Housing:
Reservation of area equal to one (1) parking space per unit. Initial development is,
however, required of only one-half (1/2) space per unit and said number of spaces
can continue until such time as the City considers that a need for additional
parking spaces has been demonstrated.

3. Off-street parking aisle widths, space sizes and other dimensions I shall have the minimum measurements shown in Diagram A of this i Section.
4. The minimum number of off-street parking spaces required for
each category of nonresidential use shall be calculated in
accordance with the following standards.
a. Office Uses: One (1) off-street parking space per three
hundred (300) square feet of gross floor area.
b. Other Business and Commercial Uses: One (1) off-street
parking space per two hundred and fifty (250) square feet of gross floor area.
C. Furniture stores and appliance stores: 1 space for each 500
square feet of gross floor area.
d. Motels and hotels: 2 spaces, plus 1 space for each rental
unit.
e. Cafes, cocktail lounges, taverns, and restaurants: 1
space for each 200 square feet of gross floor area.
f. Drive-in restaurants: One space for each 100 square feet

PETITION FOR ADDITIONAL PARKING SPACES
We are requesting additional parking spaces as the standards set by the City of Ft. Collins will not
allow us to provide adequate off-street parking for our employees and visitors.
Under the current standards we are permitted 70 parking spaces. We request an allowance of 12
additional spaces.
In support of our request please see the attached parking allowances from cities where we are in the
process of constructing the exact building we are proposing for Ft. Collins.
Additionally the remote location of the site to public transport makes it impossible for employees to
travel using the public transport system.

Starting with some relevant data and facts: Number of Beds = Approximately 100; Number of
Employees = 60 (largest number); Size of Facility = 65,000 square feet (approximately); Size of Site
= 10.8 acres; Availability of shared or on -street parking = None.
Arguments in Favor of Modification:
1. 40 parking spaces is inadequate for a facility of this size. For this site, the parking spaces will
need to accommodate the staff, outpatients, on -call physicians, and visitors. (If this were to
be considered a hospital, there would be 1.0/bed or 100 plus 20 percent equals 120 spaces.)
2. There is currently no bus service to this part of Fort Collins.
3. Its location with respect to the rest of the City makes bicycle commuting difficult.
4. It is not practical to assume that visitors will bike, ride the bus, or be willing to walk a great
distance as they would for a shopping or other commercial facility.
5. The site can easily accommodate additional parking without sacrificing the overall open space
remaining.
6. In briefly reviewing standards from a surrounding municipality, it was found that the criteria
for a long term facility would allow 1 space per 600 square feet (108 spaces without the
additional 20 percent allowance).
7. As this site is proposed, it places a 65,000 square foot facility on approximately 10.8 acres,
allowing a large area for open space. In addition, at an on -site meeting with Leanne, Susie
Gordon and Rob Wilkinson, the developer agreed to work with the City with respect to
providing a landscape plan that blended in with the existing Fossil Creek corridor.
In summary, we feel that our request for modification is well supported and it is our desire to proceed
with the support of the City Staff. We look forward to meeting with you tomorrow, Thursday, July

Re: Huntington Hills Parcel A - Modification for Parking
As you are aware, a skilled nursing facility with approximately 100 beds is currently being proposed
for Huntington Hills Parcel A. After review of the new City Land Use Code (Code) and discussion
with you, we have determined that the allowed parking for this site is 0.33/bed or 33 spaces. In
addition, as this site is adjacent to Southridge Greens Boulevard and Lemay Avenue, on -street and
shared parking is not available. Therefore, in accordance with the Code, the maximum parking may
be increased by 20 percent (6.6) to a total of 40 spaces. The Code also requires that the parking lot
landscaping also be increased by 20 percent. (Two copies of the plan showing 40 spaces are attached
for your information.)
Due to the size and use of this facility, it has been determined that parking spaces will be needed for
approximately 110 vehicles, a significant difference than allowed by the Code. (Two copies of a
"draft" plan showing 110 spaces are attached for your information.)
It should also be noted that the issue of adequate parking was raised by a member of the audience at
the neighborhood meeting.
As we have discussed, it is the developer's intent to pursue a modification to the Code for parking
as outlined in Division 2.7 and to have this process run in a consolidated application for the
development application as allowed for in Section 2.7.3. Upon review of this section of the Code and
discussion with Leanne, our approach will be to follow Section 2.7.3.(A) which states:
"that the plan as submitted will advance or protect the public interests and purposes of the
standard for which the modification is requested equally well or better than would a plan
which complies with the standard for which a modification is requested;"

and comment:
