A fence detail has been included in the submittal however due to security issues with this type of facility a 6 feet high fence is required. 1. Due to the existing slope of the site a berm cannot be included along Lemay, therefore a swale is shown on grading plan and reference to a berm has been removed from the landscape plan. m. O.K. n. The name has been changed. 10. a. The fee structure will change now that the project is classified as a non- residential/commercial use. b. The only connection to Fossil Creek Park will be at the sidewalk crossing on Lemay as shown on the Conceptual Park Master Plan. 11. a. This changes with the change in use. b. A new landscape plan includes requested notes. c. A scale has been added. d. We are still working on building envelope and distances to property lines. 12. We have made several changes to the site and landscape plan that address comments from Advance Planning Depaament. 13. O.K. 14. The limit of development line (LOD) is basically the stabilization line as shown with the diagonal pattern. The line moves back and forth across the property line. Our concept is to use the outer loop (not including the southern -most loop) as the boundary between manicured and natural landscaping. We therefore propose that the natural seeding extend to the stabilization line. 15. a. N/A b. After careful consideration and working with staff, we are proceeding as a non- residential/commercial use with modifications to Maximum Size and Roof Form. The site has been redesigned to comply with the code provisions dealing with orientation, parking, and connecting walkways. Building Massing — The buildings unique pentagon shape presents a 60' end wall to the street sides of the site. Each wing surrounds a courtyard that retreats back from the end wall 80' — 100'. A central raised cupola provides interest and natural light to the center of the building. Each wing is about 7,000 s.f., well below the 10,000 s.f maximum allowed undifferentiated footprint. The Administration, Business Office portion of the building has many facade breaks with no wall exceeding 75'. It has porch overhangs with colonnades, a porte cochere structure at the entry and a variety of roof planes. c. Street trees along Lemay Avenue are spaced 40' apart. d. The landscape plan has been redesigned to provide more variety, improved grouping of trees and maximum percentage of any one species does not exceed 50%. e. Foundation plantings have increased as requested. f. The parking has been removed along Southridge Greens Boulevard. g. The design and layout of parking lots is dramatically different with emphasis placed on landscaping, pedestrian connections and screening. A 20% bonus in parking increased the landscaped area to a total 30%, (see attached diagram). h. A detail of bicycle parking will be provided to staff. At least 12 spaces will be shown exceeding the minimum 5% required. Six spaces will be located near the front public entrance and 6 more at the employee entrance on the west side of the administration wing. i. College Avenue Fort Collins, CO o0522 RE: Vencor Fort Collins Nursing Care Center Dear Leanne, As you are aware VF Ripley Associates have been retained by META Associates, Inc. to assist as a local representative on the above submittal being reviewed by the Current Planning Department. Over the last several weeks, we have been working with the consultant team to address concerns contained in your staff review letter dated September 19, 1997. This response is numbered in the same sequence as your letter and if we have no issue with the comment I have signified so with an O.K. answer. 1. O.K. 2. O.K. addressed by JR Engineering 3. O.K. 4. The "Narrowleaf Cottonwood" species has been reduced to 5 locations, all within the natural area. 5. O.K. 6. Additional pedestrian sidewalks and connections have been added to the plan as follows: a. A major direct connection from the intersection of Lemay and Southridge Greens Boulevard to the front entry. b. A direct connection from the entrance on Southridge Greens Boulevard to the front entry that continues south to connect with the outer loop. c. A major loop system that connects Southridge Greens Boulevard to Lemay Avenue by looping along Fossil Creek. d. An internal loop in the southeast corner that provides a therapy trail for guest and patients along the natural area. e. Ten foot walks from the parking areas to each wing that provide pedestrian access as well as emergency vehicles. f. Two east/west walkways through the parking areas that link pedestrians from the outer loop to the building and provide safe access from the parking to the entrances. 7.
