RE: Howes Street Hideaways II
I received (from Current Planning?) a set of plans for this project that appear to be for comments.
There was not a'Project Comment Sheet attached, so I am making some assumptions. In any
case, the Light and Power comments are:
• The existing underground electric service to 510 S. Howes St. will need to be relocated prior
to issuance of a building permit for the new duplex.
• The owner will be responsible for all required modifications to the electric system, plus
normal electric development charges.

The City is currently reviewing the 1997 editions of the Uniform codes for adoption. The process
is slated for completion in mid-1998. Please contact the building inspection office for current
code editions and standards.

The site shall be accessible to persons with disabilities in accordance with Uniform Building Code
Section 3103 and UBC Appendix Section 3106. Provide a designated and marked "accessible
route of travel" among all the buildings on the site and the public way (public sidewalk).
Accessible routes shall comply with ANSI Al 17.1-1992 with running slopes no greater than 1:20
and cross slopes no steeper than 1:50. Where routes cross lanes for vehicle traffic, they shall be
designated and marked as a cross walk. Provide parking and signs per Appendix Section 3107.
Parking and access aisles shall comply with ANSI A117.1-1992 with slopes no greaterthan 1:50
in any direction.
The plan shows a duplex unit proposed on the same property as the existing single family dwelling
rather than single family attached units as stated in the "planning objectives."
Buildings shall be designed to comply with the Fort Collins Residential Energy Code (MEC 95
with local amendments).

City of Fort Collins Demolition Review Ordinance
The Demolition Review Ordinance was established to prevent the demolition or relocation of
historic buildings, by allowing an opportunity to document the significance of these buildings
and to explore alternatives to the removal of the property. The ordinance was established as a
direct result of the 1993 demolition of the Trimble - Greenacre House, located at 120 West
Magnolia. The demolition of this house was the "straw that broke the camel's back," following
the loss of twelve historically significant structures in Fort Collins between 1980 and 1993. The
public outcry following this demolition was the impetus for the Demolition Review Ordinance.
Citizens indicated that they did not feel they had sufficient notice and input into the proposed
demolition of historic structures, and no time to consider and propose alternatives to demolition,
such as adaptive reuse of the structure.
In 1994, Council passed Ordinance No. 56, amending Chapter 14 of the Code, which deals with
Landmark Preservation, to establish a section on the "Demolition or Relocation of Historic
Buildings and Sites Not Designated as Local Landmarks or Located in a Landmark District,"
commonly referred to as the Demolition Review Ordinance. Under this ordinance, applications .
for demolition or relocation of a structure, or portion thereof, are evaluated under a specific set of
criteria in a two -phased process:
Phase 1 - Upon application and the payment of a $50 fee, the Planning Director, within 7 days,
and after consultation with the chair of the Landmark Preservation Commission, shall determine
if approval should be granted, based upon the following circumstances:
Is the structure (or portion thereof) fifty years old or older? (Our sources for this information
are building permit records or the date of construction as recorded in the Larimer County
Assessor's records.) If the. structure is less than fifty years old, it is not reviewed under the
"Demolition Review Ordinance."
Has the structure been determined to be unsafe, as defined in Section 203 of the Uniform
Building Code? If so, the structure is not reviewed.
If the structure (or portion thereof) is fifty years old or older, and has not been determined to be
unsafe, then it is evaluated for its potential historical, architectural and/or geographical
importance, as defined in Section 14-5 of the Landmark Preservation Code. Historical
Importance is defined in part as having character, interest or value as part of the development,
heritage or cultural characteristics of the city. Architectural Importance, in this instance, is
defined as embodying those distinguishing characteristics of an architectural -type specimen.
Under Geographical Importance, a structure derives it importance from being a partof a
distinctive area with a significant concentration of structures united historically or architecturally.
If the building does not have historical, architectural, or geographical importance, then the
building is not reviewed any farther.

h) Please number Landscape Assurances as note #11.
i) You must provide a pedestrian connection from the duplex units to the
sidewalk along South Howes.
j) Trees must be located in both islands immediately to the north and
south of the parking spaces. In addition, please add
shrubs/foundation plantings to the east elevation.
k) Is the shrub that is proposed to be removed to be replaced on site? If
it is please show where.
1) On the elevations, please labels the building colors and materials on
the various elevations (rather than a statement in the notes).
m) The roofing material shall be high -profile, heavy dimensional shingles.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to
review this request.
Please provide a written response to each of the above stated comments with
the submittal of plan revisions. Please contact me at 221-6750 if you have any

b) Section 3.4.7 of the Land Use Code addresses the impact of new
development on historic resources. As the house at 510 South Howes
is an local landmark, the development proposal must comply with this
section, including the following standards:
Section 3.4.7(E)(2) New buildings shall be designed to be in
character with the existing structures, but not be an imitation of
historic styles. Horizontal elements, such s cornices, windows,
moldings and sign bands, shall be aligned with those of existing
buildings to strengthen the visual ties among buildings. Window
patterns of existing buildings (size, height, number) shall be
repeated in new construction, and the pattern of the primary
building entrance facing the street shall be maintained to the
maximum extent feasible.
Section 3.4.7(E)(3) The dominant building material of existing
buildings adjacent to or in the immediate vicinity of the proposed
structure shall be used as a primary material for new construction.
Variety is materials can be appropriate, but shall maintain the
existing distribution of materials in the same block.
I recommend contacting Carol Tunner or Karen McWilliams at 221-
6376 (both with the historic preservation office) to discuss the
possibility of a complimentary design. review (these are not binding
and are only to assist an applicant in the design process when
historic structures are involved).
c) On the site plan, please add a signature block for the Planning and
Zoning Board.
d) Is there a trash collection area? Please show where it is on the site
plan and provide a detail of it. If there is no trash collection area
proposed, the manner in which refuse will be picked up must be
addressed in a general note.
e) Please show the two existing parking spaces on the site plan. Are
these to remain, fora total of six spaces? This is confusing.
f) Please provide a detail of the security lighting and add to general note
#17 that lighting will be down -directional, cut-off lighting.
g) Please replace "Landscape Notes" with "General Notes"
5. The Parking Planning Division stated that "neighborhood and community
park fees will be due on both living units.
6. Public Service of Colorado stated that "Any reroute of existing PSC facilities
will be at developer's expense."
7. The Poudre Fire Authority requested to "provide addresses on Howes
Street similar to Phase I apartments."
8. Comments from TCI are attached.
9. The Zoning Department offered the following comments:
a) Please show building envelope and dimensions.
b) The north and south elevations aren't very appealing. Additional
architectural details should be added (similar to the existing house).
c) If it is intended (or possible results in) to rent to more than three (3)
unrelated adults, it must comply with Section 3.8.16 of the Land Use
Code.
d) There is'a discrepancy between the applicant's planning objectives
(which say three (3) bedrooms) and other areas of the submittal which
say four (4) bedroom duplex. Could you please clarify this issue?
e) Is there not any pedestrian access to the middle yard except through
the side landscaping?
f) The porch cover on the north side is only about 1' from the property
line. This may result in a building code issue.
g) The parking should be hardsurfaced.

13. The Current Planning Department offered the following comments:
a) To comply with Section 4.14(E)(2)(a) Block Structure of the Land Use
Code, you will need to demonstrate how the development plan
contributes to the overall mix of block types within the surrounding
area. I recommend reviewing the neighborhood and analyzing the mix

RE. Staff comments on the Howes Street Hideaways, Phase 11
Dear Tom:
Staff has reviewed the Howes Street Hideaways Phase II - PDP/Final Plan
that was submitted on December 15, 1997, and would like to offer the following
comments:
1. The Advance Planning Department offered the following comments:
a) The house at this location (510 S. Howes) was designated as an
individual local landmark for both architectural and historical
significance to Fort Collins by Ordinance #73, 1996.
b) The garage has not been determined eligible or ineligible. Therefore,
the owner will be required to go through Demolition Review to tear
down or alter the garage. Attached is a description of that process,
and please call Karen McWilliams at 221-6376 for additional
information.
c) It would be nice if the new construction could reflect the architectural
details of the designated house. The applicant could take advantage
of a complimentary review of the plans by the Landmark Preservation
Commission or a meeting with the LPC's Design Subcommittee, to get
a feel for issues that might be easily mitigated.

4. The Natural Resources Department stated that "Trash storage areas
should be adequately sized to allow space for "curbside" recyclables to be
