25. How wide is the grass next to the building?
A. Five to ten feet.
26. Are you required to have sidewalk in the front?
A. Yes, per code.
27. The building height is an issue. Will it block our view?
A. It's 24-25 feet to the peak. What you would be looking over is about 21
feet.
28. The roof will be green metal?
A. It has a look similar to Palmer Plaza.
29. Will there be a basement?
A. No.
30. What is the platform? (on building plan)
A. It's for display purposes.
31. Do you have a builder lined up?
A. Yes, Murdoch. He's been around a long time. He's done residential
and commercial.

15. Is the amount of pavement minimal?
A. Yes. There is pavement to meet fire requirements and to allow for the
maximum number of parking spaces allowed by the City.
16. Comment: We are concerned about all pavement and that Fossil Creek will
become as polluted as our pond.
17. Comment: We have been wanting for years to see some buildings put up to
cut off the noise from College, but we don't want property values going down.
18. Comment: The issues for us are the fence along the east property line, and an
arched gate visually similar to the present gate. The Homeowners Association
would like to get a copy of the traffic study.
19. Where is loading?
A. Through double doors. There won't be semi trailer trucks pulling in or
anything like that.
20. The only other issue is with encroachment on to our property: building past the
property line, parking of trucks and equipment on the bridle path during con-
struction. We will be monitoring that very closely.
A. Fortunately there are 7 other lots to park on.
21. Are there any PA systems, loading docks and OSHA beeping sounds (for ve-
hicles moving in reverse)?

22. We would like assurance that there will be no trash pick up before 7 a.m.
A. We can handle this request.
23. Are there delivery vehicles?
A. Two that will be parked in the rear on the east side except when busy.
24. Regarding drainage, will run-off go into our irrigation ditch? We water our
lawns with this water.
A. We will connect with an existing stormwater easement currently being
used by State Farm.

5. What is the circle?
A. An 80 foot fire department turn -around.
6. Is it all pavement to the east property line?
A. Yes, but with a 5 foot landscape buffer as required by the Land Use
Code.
7. How tall is the building?
A. It will be about 24 feet at its highest point.
S. Have any preliminary traffic studies been done?
A. They are being done now. There is minimal traffic in our business.
9. The other tenant could generate traffic.
A. We'll keep that in mind when we interview prospective tenants.
10. How many employees will you have?
A. We have 7 employees including my wife and myself.
11. Comment: The problem with the planning process is it is reactive not looking
comprehensively at certain areas. The commercial development at the inter-
section of Harmony and College is a problem. All day, traffic cuts through our
neighborhood. The streets are very narrow. The traffic issue brings safety
concerns for pedestrians as well.
12. Comment: One of the agreements made with Jeff Donaldson is that they
would erect a gateway across the street to make it apparent that this is a
neighborhood. The Fairway Estates Homeowners Association would like you
to think about being willing to construct a similar gateway.
13. Traffic and noise are our concerns. Will there be external lighting?
A. Yes, on the building. It will cutoff at a designated hour. Light will shine
on the parking lot.

PROJECT: Advantage Rental Center
DATE: September 22, 1997
APPLICANT: Bud Frick, WJ Frick Design Group
STAFF: Leanne Harter, City Planner
The proposed development is for a 9,000 square foot building for an Advantage
Rental Center to be located at 4848 South College Avenue. The rental center is
to be located at the front of the building (along the frontage road) and rental space
on the back (possibly a travel or insurance agency.) The proposed building will
have a 4:12 pitch roof (green -colored steel roof material), with cream and ivory
stucco exterior treatments. A 6' fence is required per the covenants (similar to the
one State Farm Insurance has) along the east property line. There will be no ac-
cess onto the equestrian trail.
Questions/Concerns/Comments
1. Who will be the other tenant in the building?
A. It will be another commercial retail business, like a travel or insurance
agency.
2. What type of fence do you plan to build?
A. The fence will be just like the fence behind State Farm Insurance, a 6
foot cedar fence. It meets the covenants of Fairway Estates.
3. How far back from the fence will the building be?
A. The building will be 50 feet away from the east property line. The fence
will be along the property line.
4. Does your plan allow access to our bridle path?

for the meeting held on September 22, 1997. That meeting was regarding a
proposed Advantage Rental Center to be located at 4848 South College Avenue.
This City of Fort Collins Current Planning Department has not received a formal
submittal to date from the applicants.
