Where untreated, raw water is available from a nearby irrigation ditch or lake, it should be considered as a possible water source. 3. As much as practical, plants with dissimilar water requirements shall not be irrigated on the same zone. For example, turfgrass areas should be on separate zones from planting beds. In general, this includes all` commercial, industrial, institutional, and multi -family projects. Duplexes are also included when they are part of a planned unit development. Submit a landscape plan as part of the development review process. Submit an irrigation plan as part of the construction permit review process. The plan must ' meet the requirements spelled out in the document, Irrigation System Standards for Water ConservatiorL.T he City will review the plan, and then inspect the system after installation. The irrigation plan and system inspection must be approved by the City ` before a certificate of occupancy is issued. If construction of the irrigation system is delayed until after construction is completed, a certificate of occupancy can be issued ' only with an acceptable bond deposited with the City. How strict are the1 standards? The standards most important to water conservation are mandatoryrequirements, identified with the word shall.. Landscape Plan Requirements ❑ 1. The landscape plan shall contain a general note calling for the review and approval by the City . of Fort Collins of any required landscape irrigation system, prior to the issuance of a Building Permit. 2. The landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas (paved areas, etc.). No openings are allowed in such exterior walls located less than 5 feet from the property line. A parapet extending 30-inches above the roof surface is required unless the structure complies with the exceptions to Section 1710. Projections, such as cornices, eave overhangs or exterior balconies shall not extend over the property line and must comply with UBC Sections 1710 and 504. Buildings shall be designed to comply with the Fort Collins Nonresidential Energy Code (ASBRAE 90.1 with local amendments). The City is currently reviewing the 1997 editions of the Uniform codes for adoption. The process is slated for completion in mid-1998. This should be designed to allow for the possibility of recycling. Please show the location of the trash collection area on the site and landscape plans and provide a detail of it. i) Please provide a detail of the fence. j) Can ornamental trees or coniferous trees be added along the north property line to help provide a break between the drive aisle and the building? k) Is there a sidewalk connection at the north of the turn -around? 1) Please add trees (evergreen, shade or ornamental) along the east property line (immediately to the west of the fence.) In addition, carry through the five foot buffer indicated by the zoning department along the entire east property line. m) Please show the bicycle parking on the landscape plan. n) On the south elevation, it appears as if there are steps where the handicap accessible route follows? Please clarify this issue. a) Signage is required to designate fire lane(s) and emergency access turn around. Signs shall be spaced 30 feet apart. b) LOCAL Amendment (table 38B-Uniform Building Code) requires that as the proposed building exceeds 5,000 square feet for type V construction, it must be fire contained, construction type upgraded, or fire sprinklered. c) The fire hydrant as shown meets PFA requirements. 6. The Zoning Department offered the following comments: a) Please show the building envelope and distances to the property lines. b) Parking lots with six (6) or more spaces are required to be screened from adjacent uses. The landscape plan shows nothing to block the view of the parking from the use located to the south. There also doesn't appear to be enough room. There is a 12' easement but that is no actually part of the property. c) Please omit last phrase in #7 of the plant notes as it doesn't apply. d) There is a rear five (6) foot landscape buffer required on the east property line adjacent to the parking/tum-a-round. e) Please list building dimensions. f) Article 3.5(D)(2)(a)(3) of the Land Use Code requires similar design characteristics on the north side of the building as shown on the south side. The could probably be accomplished by adding gable or dormers as well as similar fascia treatments. g) The rear stairway must be inside the building envelope. 10. The Current Planning Department offered the following comments: a) Where is the main entrance? The bicycle parking should be located near the main entrance, and designed according to the requirements of the Land Use Code. by fire -resistive constructions as required by Section 3802, Uniform Building Code as amended by the City of Fort Collins. c) Storage or use of hazardous materials must be in compliance with the Fire Code and Chapter 9 of the 1991 Uniform Building Code as adopted by the City of Fort Collins. A list of such materials with quantities and classifications should be submitted for review at the time of building permit application. d) Section 504 of the 1991 edition of the Uniform Building Code as adopted by the City of Fort Collins requires that exterior walls of B2 buildings located closer than 10 feet from a property line be of on -hour fire -resistive construction. No openings are allowed in such exterior walls located less than 5 feet from the property line. A parapet extending 30-inches above the roof surface is required unless the structure complies with the exceptions to Section 1710. Projections, such as cornices, eave overhangs or exterior, balconies shall not extend over the property line and must comply with UBC Sections 1710 and 504. e) Buildings shall be designed to comply with the Fort Collins Nonresidential Energy -Code (ASHRAAE 90.1 with local amendments. f) The City is currently reviewing the 1997 editions of the Uniform codes for adoption.
