letter dated May 14, 2008 to a question at a May 7, 2008 conceptual review meeting with City staff.
This response is consistent with the flexibility expected, given the conceptual nature of this roadway.
The response is provided below:
"Number: 49 Created: 51812008
"[Answer to question No. 2 - Timberwood Drive between Lady Moon and Cinquefoil would
best serve the development as a private drive with diagonal parking. The City Master Street
Plan does not identify this street connection; therefore no public street is required. In order to
name this private drive it must be dedicated as a separate tract on the Plat. An access and
emergency access easement must be dedicated on this private drive and a sidewalk must
be provided on both sides of the street. Other than the sidewalk requirements, the City does
not have any standards for a private drive with diagonal parking. The City will not maintain
the pavement or sidewalks and the City will not provide law enforcement for parking
violations, speeding or other traffic related infractions"
The above City response was to a question related to the schematic design proposal for
Timberwood Drive which was intended to maintain the three conceptual objectives on the HTP ODP,
while emphasizing connectivity between possible retail uses to the north (Parcel G) and office uses
to the south (Parcel H) via driveway entrances, pedestrian crosswalks and diagonal parking. That
design proposal never evolved into a PDP application. Nonetheless, the response by City staff was
that Timberwood Drive accomplishes its ODP objectives as a private drive having design features
that were suited to the particulars of a site -specific development.
A medical center campus (hospital and medical office buildings) has been proposed on
Parcels G and H, unified into an integrated site design. The proposed site plan for the medical
center campus, provided in Appendix B, shows "private drive" connections between Lady Moon
Drive and Cinquefoil Lane. The two connecting private drives, within the medical center campus, do
show functional connections between Lady Moon Drive and Cinquefoil Lane. The private drives and
internal network, within the medical center campus, would continue to provide a full -movement
access to Lady Moon Drive, across from Timberwood Drive, that connect to Cinquefoil Lane. The
proposed medical center, as a campus development, does not require a roadway separation
between the former Parcels G and H, since the medical campus development plan combines
Parcels G and H into a single parcel and the land uses are now compatible and synergistic. La
Fever Drive, on the south side of the medical center campus, will provide the primary public street
connection between Lady Moon Drive and Cinquefoil Lane and will likely carry volumes
commensurate with that of a collector street. The two private drives, through the medical center
campus, Continue to provide the third northern access for parcels to the east of Cinquefoil Lane.
The main entrance street into the medical center campus continues to be aligned with
Timberwood Drive on the west side of Lady Moon Drive. The private circulation drive alignment
through the medical center campus is consistent with the conceptual objectives for Timberwood
Drive and will have no adverse impacts on the balance of the HTP CDP.
In summary, Timberwood Drive is an unclassified roadway on the HTP ODP and the Fort
Collins Master Street Plan. When considered as a private street connection between Lady Moon
Drive and Cinquefoil Lane, as previously suggested by City staff, the proposed site plan does not
''eliminate" Timberwood Drive, but rather provides it as an integral part of the medical campus site
plan. As such, an amendment to the ODP may not be necessary. However, if an amendment is
necessary, it appears that nothing more than a "minor amendment" to the HTP ODP would be
required.

SUBJECT: Harmony Tech Park ODP — Replacement of Timberwood Drive with a private
driveway access through the proposed medical center campus (File: 1267ME01)
This memorandum addresses the proposed modification to the connecting roadway between
Lady Moon Drive and Cinquefoil Lane, currently depicted as "Timberwood Drive" the Harmony Tech
Park (HTP) Fourth Amendment Overall Development Plan (ODP), dated December 20, 2011.
Appendix A contains the HTP ODP site plan from the "Harmony Tech Park ODP Master
Transportation Impact Study," dated December 2007. The subject street connection is between
Parcel G and Parcel H on that plan.
Delich Associates (formerly Matthew J. Delich, P.E.) has a long history with the HTP ODP.
This dates back to 1999, and includes the preparation of transportation impact studiesforthe entire
HTP ODP, as well as, for numerous individual parcels within the HTP ODP.
By definition, an ODP for any property in Fort Collins is "conceptual," in that it establishes
general land uses and the general street network within the ODP area. The exception to this would
be those streets that are already classified on the Fort Collins Master Street Plan. Within the HTP
ODP, the following streets are classified as collector streets on the Fort Collins Master Street Plan:
Rock Creek Drive, Technology Parkway, Lady Moon Drive, and Cinquefoil Lane. Adjacent to the
HTP, Harmony Road is classified as a six -lane arterial street and Ziegler Road is classified as a
four -lane arterial street.
Timberwood Drive is a proposed interior roadway within the HTP ODP planning area and is
intended to provide future access for planned development parcels. This roadway does not appear
on the Fort Collins Master Street Plan and is intended to have some design and function flexibility
based upon the characteristic and objectives of a particular site development plan. In concept, the
objectives of the extension of Timberwood Drive between Lady Moon Drive and Cinquefoil Lane is
three -fold: 1) Provide one full -movement access into approximately 1400 feet of frontage of the
Imago Property on the east side of Lady Moon Drive; 2) Provide a roadway separation between the
permitted retail "secondary' uses on Parcel G and the non -retail "primary" uses in Parcel H; and 3)
Provide a third northern access, giving future development on parcels east of Cinquefoil Lane (K,M,
and O) the ability to conveniently reach a traffic signal to go west on Harmony Road.
Other than these broad, conceptual objectives, the exact alignment and roadway
classification of Timberwood Drive has remained open, pending a site -specific development plan.
