4. The site will be served by the City of Fort Collins Light and Power Utility which has
facilities in C.R. #9 that are stubbed to Charlie Lane. Normal development charges will
apply. Charges are based both on square footage of lot and linear front footage along
public streets. The comments from February 26, 1996 still apply. For further information,
please contact Light and Power at 221-6700.
The site will be served by the City of Fort Collins Water and Wastewater Utility. A six
inch diameter water line in Charlie Lane can serve the site. A 24 inch diameter sanitary
sewer main located on the west side of C.R. #9 can serve the site. Sanitary sewer will
have to be extended from this main to the eastern property line of proposed Lot 4.
Normal plant investment fees for water and sewer taps will apply. The Raw Water
Acquisition Charge or Cash in Lieu will also apply. The comments from February 26,
1996 still apply. For further information, please contact Roger Buffington, 221-6681.
6. Parkland Development Fee will be assessed based on the size of the dwelling unit. It is no
longer a flat rate. The fee is collected at the time of building permit issuance. This is new
information from February 26, 1996.
Capital Improvement Expansion Fees will apply. These fees are based on the size of the
dwelling unit.
8. The Poudre Fire Authority will require that a fire hydrant be placed within 400 feet of
each house. This is new information from February 26, 1996.
9. The site is located in the Fox Meadows Drainage Basin. The Storm Drainage Fee is
$6,468 per acre. The comments of February 26, 1996 still apply.
10. The Street Oversizing Fee is now $895 per dwelling unit. This is new information.
11. The dedication along C.R. #9 is now such that there must be 57.5 feet from centerline of
the roadway to your property line. This is new information.
12. C.R. #9 must be improved to the arterial standard for street widening, sidewalk, curb and
gutter. The developer pays for these "arterial" improvements but is only financially
responsible for the "local" street improvements. The City will reimburse the developer for
the arterial oversizing out of the Street Oversizing Fund. This reimbursement will be
codified in a Development Agreement made between the City and the developer. This is
the same information as provided in February of 1996.
13. Similarly, Charlie Lane must be improved along the property's frontage. You are
encouraged to contact Pastor Ed Davis, owner of the property to the south, regarding
joint construction of the necessary street improvements. This is the same information as
provided in February of 1996.
14. A letter describing the traffic impacts must be provided at the time of submittal.
CONCEPTUAL REVIEW STAFF COMMENTS

MEETING DATE: April 14, 1997
ITEM: Lot One, Stroebel M.R.D., 3808 C.R. #9
APPLICANT: Mr. Tim Gleason, 3808 C.R#9, Fort Collins, CO. 80525.
LAND USE DATA: Request to further subdivide Lot One of the Stroebel M.RD. into
four lots at about 1.29 acres each. Existing house on the westerly
lot would remain. All lots would gain access from Charlie Lane.
Total site is about 5.4 acres. The project was also brought into
Conceptual Review on February 26, 1996.
COMMENTS:
1. The property is zoned U-E, Urban Estate. This is new zoning effective March 28, 1997.
This is not the same as the old zone, R-L-P, Low Density Planned Residential. Single
family detached dwellings are a permitted use in Urban Estate. Approval of the proposal
can be made administratively by the Planning Director. The submittal must include both a
preliminary plat and Project Development Plan. The application for the preliminary plat
and the Project Development Plan may be made at any time. The Project Development
Plan (P.D.P.) is site and landscape plan that demonstrates how the proposal complies with
requirements of the new Land Use Code. In addition, a Utility Plan must be submitted
describing how utility and drainage improvements will be constructed. After the
preliminary plat and P.D.P. are approved, the next step if Final Compliance Review with
the Planning Director. This Final will not be conducted until the Final Utility Plan, Final
Plat and Development Agreement are complete. The Planning Director may, upon written
request, allow the Preliminary and Final documents to be submitted at the same time. If
such is the case, then Final Plans and Development Agreement must be complete at the
time the administrative hearing.
2. In the Urban Estate zone, lot sizes must exceed one-half acre. Minimum lot width shall be
100 feet. Minimum depth of front yard shall be 30 feet. Minimum depth of rear yard shall
be 25 feet. Minimum side yard width shall be 20 feet. Maximum height is three stories.
3. Please note that in the Urban Estate zone, clustering is allowed. The parcel may be
developed such that lot sizes may be reduced in order to cluster the dwellings together on
a portion of the property with the remainder of the property permanently preserved as
public or private open space. For further information on clustering, please contact the
