that you research the plans that were submitted for Sunol Acres so as to not
duplicate engineering work.
21. A pre -submittal meeting with your consulting engineer is highly recommended.
22. You are responsible for getting information from outside utility providers such as
Public Service Company, U.S. West and T.C.I Cablevision.
12. The Project Development Plan must be submitted with a Drainage Report,
Grading and Drainage Plan, and Erosion Control Plan. This information should
describe how historic storm flows enter the parcel and how flows are routed to the
natural outfall.
13. Water quality is now a requirement. The Drainage Report should describe the
best management practice. This may include the use of grass swales and extended
detention. If storm flows are conveyed by a sheet flow versus concentrated flow,
then this helps with water quality.
14. The key consideration to be addressed in the Drainage Report is what happens
downstream in the outfall system. Can this system accommodate new developed
storm flows? Is there permission from the intervening property owners to convey
flows down to the Fossil Creek Reservoir Inlet Ditch? This information must be

15. Adding a residence to this property is considered "development' which will
trigger the necessary right-of-way dedication for C.R. #9. Along C.R. #9, there
must be a right -of -dedication such that there is 57.5 feet from property line to
centerline of the roadway.,
16. As with any development, street improvements will be required along both C.R.
#9 and Charlie Lane. The standard requirement is that the developer is financially
responsible for the "local street portion" along the abutting roadway. This
includes curb, gutter, four feet of sidewalk, and width of roadway as determined
by the Engineering Department based on the particular classification of the street.
17. The street improvements for C.R. #9 may be deferred. At the discretion of the
Director of Engineering, the cost of these improvements may be escrowed until
such future time when a larger project would make the street improvements more
efficient to construct. It may still be necessary, however, to provide a design of
the necessary improvements.
18. You are encouraged to discuss cost sharing with Pastor Ed Davis, owner of the
parcel on the south side of Charlie Lane. The City of Fort Collins does not allow
one-half street portions to be built. Either the full width of Charlie Lane is
constructed and you get reimbursed by Pastor Davis, or the two parties jointly
construct the required improvements. For further information regarding design

19. A Street Oversizing Fee will be assessed at the time of building permit issuance.
An estimate is that this fee would be $1,480.
4. Electrical power will be provided by City of Fort Collins Light and Power Utility.
Power can be extended to the site from an existing duct bank in C.R. #9 and
extended east down Charlie Lane. A new electrical transformer, or underground
vault, would be needed to serve the proposed house. Normal development
charges will apply. Charges are based on both square footage of the lot and the
linear front footage along public streets. On the square footage charge, only
100,000 square feet of lot area would be assessed. For further information, please

5. The site will be served by the City of Fort Collins Water and Wastewater Utility.
There is a six inch diameter water main in Charlie Lane that is available to serve
the site. There is an existing 24-inch diameter sewer main in the west half of C.R.
#9.
6. Sanitary sewer must be extended to the site from the main in C.R. #9. This new
sewer line would be installed in Charlie Lane. Normally, it would be a
requirement to extend the sanitary sewer line to the eastern property line. In this
case, however, if the request were to serve one new dwelling unit only, then the
sewer line would be allowed to stop at the new residence. Any futher subdivision
or addition of new dwelling units would trigger an extension of the sewer line to
the eastern property line. If this sewer line were installed prior to the church
across the street going in, then you would be eligible to be repaid for up to one-

7. Plant Investement Fees would be assessed on the new house. Raw water, or cash -
in -lieu, would also be assessed. Both are due at time of building permit issuance.

8. A Neighborhood Parkland Development Fee will be assessed based on the size of
the new dwelling unit. The fee is collected at the time of building permit

9. A Capital Improvement Expansion Fee will also be assessed based on the size of
the new dwelling unit. For further information, please contact Carol Goff, 221-
6760.
10. The Poudre Fire Authority will require that a fire hydrant be placed within 400
feet of the new house.
11. The site is located in the Fox Meadows Drainage Basin. The Storm Drainage Fee
in this basin is $6,468 per acre subject to the runoff coefficient, the amount of
new impervious area, and the amount of onsite stormwater detention. This fee
may be adjusted downward based on the large size of the lot. This fee is collected
at the time of building permit issuance.

LAND USE DATA: Request to add one house to Lot One of the Strobel M.R.D.
(Minor Residential Division). The balance of the property
would be used for a horse pasture. This lot was platted in
the County. It is 5.1 acres in size and contains an existing
house on the western edge of the site. The parcel is located
on the northeast corner of C.R. #9 and Charlie Lane.
Access would be taken from Charlie Lane. There are
irrigation rights that run with the property. The site was
brought before the Conceptual Review Team on February
26, 1996 and on April 14, 1997. A proposal to replat the
lot into four lots, referred to as Sunol Acres, was submitted
on November 21, 1997 but was subsequently withdrawn.
COMMENTS:
1. The property is zoned UE, Urban Estate. Single family detached homes are
permitted in this zone district. Although the property was platted in the County, a
new plat must be submitted in order for a building permit to be issued for a new
dwelling unit.
2. The submittal must follow the process for a Project Development Plan (P.D.P).
This is a plan that demonstrates how the proposal complies with the requirements
of the Land Use Code. In addition, a Utility Plan must be submitted describing
how utility and drainage improvements will be constructed.
3. A new house must meet the minimum setback requirements which are 30 feet in
the front, 25 feet in the rear, and 20 feet on the sides. In the Urban Estate Zone,
lot sizes must exceed one-half acre. Minimum lot width shall be 100 feet.
