The parcel is located on the southeast corner of Buckingham Street and Lemay Avenue. It contains approximately 1.5 acres and is currently classified by our office as Residential Unplatted Vacant Land. Per our conversation, it is my understanding that the City of Fort Collins may consider annexing this property into the city limits and rezoning under the City of Fort Collins code of Low Density Mixed -Use Neighborhood or possibly an Industrial zone. The current valuation of the property is based on a residential market value as of June 30, 1996. The 1998 valuation of the subject property will not be effected by changes in zoning type or Assessor classification. This parcel, along with all others will be reappraised in 1999 to reflect a June 30, 1998 level of value. If the present zoning of the subject parcel has been changed to either Low Density Mixed -Use or Industrial zone as of the assessment date of January 1, 1999, the valuation will be bases on current market sales of similarly zoned property of similar size and location. In consideration of the current value on the subject property as well as current active market conditions, a valuation increase in 1999 is likely. NUMBER: DATE: April21, 1998 STAFF: Leanne A. Harter SUBJECT: Items Relating to the Lemay Avenue 3rd Enclave Annexation and Zoning. RECOMMENDATION: Staff recommends the indefinite postponement of items related to the proposed annexation and zoning. EXECUTIVE SUMMARY: The proposed enclave annexation and zoning known as the Lemay Avenue 3rd Enclave Annexation and Zoning was scheduled to be addressed at the April 21, 1998, City Council hearing. The item had been postponed from the April 7, 1998. hearing date for which is was originally scheduled to allow for additional discussions with the property owner. A meeting scheduled with the property owner on February 26, 1998, was canceled at the property owner's request. Since the original postponement of this item, staff has been attempting to reschedule this meeting, and thus far has been unsuccessful. As a result of these delays, the proposed annexation and zoning has gone beyond the sixty (60) days in which a hearing must be held. Therefore, it is staff s intention to pursue meetings with the property owner to discuss the annexation and zoning and to return to the City Council at a later date with a new initiating resolution to begin the process. STAFF RECOMMENDATION: Staff recommends indefinite postponement of the Lemay Avenue 3rd Enclave Annexation and Zoning.
