The Landscape Plan calls for a hedge of Dwarf Korean Lilacs to act as a screening treatment but these plants may not be effective on a year-round basis. Please select another species that is effective during the winter months. Staff has seen the Blaauw Juniper used with success in similar environments. Also, would there be sufficient land area for a low (two to three feet high) earthen berm in this area to supplement the plants to enhance the screening? Who owns this fence? Is the fence six foot high solid wood or is it chain link? Given the fact that an auto -related use, with evening hours of operation, is being proposed next to residential, this fence takes on added importance in accomplishing compatibility. Staff will inspect this fence to determine its ability to provide the necessary buffering called for in Sections 3.5.1(1-1)(1)(J). If not suitable, a new fence (with gate or opening for the aforementioned walkway) will be required. Carried Over: August 10, 2016 - This comment has not been addressed. Staff has inspected this fence that runs along the entire west property line and a portion of the south property line. It is a six-foot, solid, cedar fence in poor condition. While the height, and the fact that it's solid, contributes to buffering a drive -through restaurant from the adjoining residential, Staff is concerned about its deteriorating quality. It appears that this fence will not stand up to site grading and development. Further, its poor quality will only be magnified in the context of the proposed site upgrades and new building. Consequently, this fence must be replaced in conjunction with the redevelopment. The applicant is encouraged to consider a fence design that is reflective of the overall quality of the proposed redevelopment. The new fence must include an opening to accommodate the connecting walkway in the southwest corner of the site. Will screening be by a solid enclosure (meeting the required clearance specifications) or by landscaping? Carried Over: August 10, 2016: The proposed location of the electrical transformer is in close proximity to the entrance and is visible from North College Avenue. Please consider a more discreet location.
