8/03/2016: The parking fixture AA at the northwestern most comer is causing some
concern for the neighboring home. Can we look at alternative locations or possibly doing
a wall mounted fixture to throw light out rather than from above? Response: The wall
will not allow a light fixture to be mounted at a height that would throw light out
enough to adequately light the parking spaces. It would also produce a glair issue
for vehicles pulling into the parking space. The pole mount fixture wattage has
been reduced and the mounting height has been adjusted from 20' down to 16'.
The fixture will also have a back light shield to address the concern.

"Exterior building materials shall not include smooth -faced concrete block, untreated or
unpainted tilt -up concrete panels or prefabricated steel panels." Response: Per our
conversation with Seth Lorson and Ted Shepard on Aug. 18'h, the fiber cement
siding being proposed is acceptable as a predominant exterior building material.
The fiber cement will be used in multiple colors and finishes to emphasize the
different masses, and help articulate the exterior of the building. The cast in
place concrete stem wall that will act as the base of the building will receive a
"heavy" sandblast treatment This treatment was also found acceptable during
our conversation.

Existing north most ash along College to remove due to the weakened condition of
the tree and the threat of Emerald Ash Borer. Add a canopy shade tree close to this
location to function as a street tree.
Second ash tree to the west on Arthur drive to remove due to root impact, weakened
condition and the threat of Emerald Ash Borer. Add a replacement tree close to this
location. Response: As discussed, these trees are shown as removed and are
being replaced with mitigation trees as shown on the plans.

Update: On a site visit attended by Ralph Zentz and CS Design, an existing
storm line was discovered that runs under the existing sidewalk along
College Ave. Street trees will not be permitted in this area due to this conflict
(as this becomes our parkway area). Further discussion is needed on how to
address this.

to the low ecological value of the habitat associated with the Sherwood lateral and
presence of road in-between the lateral and the project site, a formal, delineated
"natural habitat buffer zone" of 50ft will not be applied along the ditch. Light spillage
into the a natural habitat buffer area is not of concern at this site at this time.

08/03/2016: Regarding site lighting and light fixtures, however, please note that The
American Medical Association (AMA) and International Dark -Sky Association (IDA)
both recommend using lighting that has a corrected color temperature (CCT) of no
more than 3000 degrees Kelvin, in order to limit the amount of blue light in the night
environment. Blue light brightens the night sky and creates more glare than any
other color of light. Both LED and metal halide fixtures contain large amounts of blue
light in their spectrum, and exposure to blue light at night has been shown to harm
human health and endanger wildlife, in part through influence on circadian rhythms.
Therefore, use of warmer color temperature (warm white, 3000K or less) for light
fixtures is preferred in addition to fixtures with dimming capabilities. For further

Note the City of Fort Collins Land Use Code requires that to the extent reasonably
feasible, all plans be designed to incorporate water conservation materials and
techniques (3.2.1 E(3)]. This includes use of low- water -use plants and grasses in
landscaping or re -landscaping and reducing bluegrass lawns as much as possible.
Native plants and wildlife -friendly (ex: pollinators; songbirds) landscaping and
maintenance are highly encouraged; plantings should include appropriate native
vegetation, species diversity and variety in vertical structure and mirror existing
vegetation and habitat in adjacent areas. Refer to the Fort Collins Native Plants
document available online and published by the City of Fort Collins Natural Areas

Thank you for providing an Ecological Characterization Study (ECS) as required by
Land Use Code (LUC) Section 3.4.1 (D)(1), as the site is within five hundred feet
(500 ft)) of known natural features (seasonal wetland; Sherwood lateral). Buffer
standards range from fifty to one hundred feet (50 - 100 ft) for these features [LUC
3.4.1(E)]. Memo -based ECS received from Blue Mountain Consulting, LLC, and
reviewed. Mitigation measures included in ECS: utilize both native deciduous and
evergreen shrubs to improve pollinator, small bird and mammal cover, habitat and
foraging resources; use of drought -tolerant grasses and forbs. Response: Noted.
