submitted Site Plan SDP-C1.1.) The site slopes to the southwest where the detention pond will be located.
The first building pad will include the existing 1,066 s.f. Legacy Auto Sales building, and canopy, plus a 6,000
s.f single -story addition. The part of existing building and addition will be used for the sales offices for tractors,
ATVs, trailers (27 feet maximum length), small boats, conversion vans, cars, and light trucks. Also, part of this
building will be used for retail sales and part will be used for minor vehicle repair.
The second building pad would be a 5,000 s.f single -story building located on the western part of the site. The
proposed use for this building will be office/warehouse.
This project will be constructed in four phases.
Phase I:
1. Remodel/repair the existing building.
2. Install parking along the front of the building.
3. Install display areas and screened vehicle storage area.
4. Install the storm water detention area.
Phase II:
1. Install a 4,400 s.f. addition to the existing building.
Phase III: n /
1. Install another 1,600 s.f addition to the existing building.
2. Install additional screened vehicle storage in the northwest comer of the site.
Phase IV:
1. Install the 5,000 s.f office/warehouse on the western building pad site.
2. Install the parking and sidewalks associated with the office/warehouse.

Proposal Description:
The existing Legacy Auto Sales is located at 1845 North college Avenue on a 33,400 s.f. lot with 200 feet of
frontage along North college Avenue. Currently Legacy auto Sales sells tractors, ATVs, flat bed trailers (27 feet
maximum length), some horse trailers, cars, and light trucks. The also perform minor repairs on the tractors,
trailers and ATVs.
The Owners of Legacy Auto Sales have purchased the adjacent 91,736 s.f. lot to the north of their current
location. This lot in bordered on the north by the Larimer-Weld Canal. A 50 foot wildlife buffer will be
maintained from the top of the southern bank of the Larimer-Weld Canal. This buffer includes the northern 25
feet of the site.
The existing accesses to North College shall remain as recently modified by the North College improvements.
The long range transportation plan for North College shows a local commercial street along the southern
property line. For this street to be built the motel to the south of the site and th commercial buildings to the west
would need to be demolished. We propose to dedicate a 32 foot access easement along the south property line
and allow for a 24 foot wide private drive.
The Owners would like to combine the two lots into one 126,736 s.f. (2.91 acres) lot, and create two building
pad sites. As part of the combining of the two lots we propose toe shift the current 200 linear foot of frontage
allowed for car and light truck sales to the northern portion of the site. The area where the sales and display of
cars and light trucks would be allowed will start from the northeast comer of the site and extend south along the
east property line for a distance of 200 linear feet (the same frontage as the current lot) and extend to the west

Collins CONCEPTUAL REVIEW:
APPLICATION
General Information
All proposed development projects begin with Conceptual Review. Anyone with a development idea can schedule a
Conceptual Review meeting to get feedback on prospective development ideas. At this stage, the development idea does
not need to be finalized or professionally presented. However, a sketch plan and this application must be submitted to City
Staff prior to the Conceptual Review meeting. The more information you are able to provide, the better feedback you are
likely to get from the meeting. Please be aware that any information submitted may be considered a public record,
available for review by anyone who requests it, including the media.
Conceptual Reviews are scheduled on three Mondays per month. One half-hour meeting is allocated per applicant.
Please call the Community Development and Neighborhood Services Office at 221-6750 to schedule a Conceptual Review
meeting. Conceptual Review is a free service. Applications and sketch plans must be submitted to City Staff no
later than 5 pm, two Tuesdays prior to the meeting date. Application materials can be dropped off in person to 281 N
College Ave., emailed to emcardle(a)fcgov.com or faxed to (970)224-6134.
At Conceptual Review, you will meet with Staff from a number of City departments, such as Community Development and
Neighborhood Services (Zoning, Current Planning, and Development Review Engineering), Light and Power, Stormwater,
Water/Waste Water, Advance Planning (Long Range Planning and Transportation Planning) and Poudre Fire Authority.
Comments are offered by staff to assist you in preparing the detailed components of the project application. There is no
approval or denial of development proposals associated with Conceptual Review. At the meeting you will be presented
with a letter from staff, summarizing comments on your proposal.
