Transit level of service is currently satisfied. At the time of the original TIS, the project
met the LOS standard with Transit Route 8. Since the original study, Transit Route 81 has
been added and both routes are within easy walking distance of the site.
Pedestrian LOS is also satisfied. Eight -foot sidewalks have been constructed adjacent to
the site that connects easily to the North College Market Place as well as the Cottonwood
shopping centers. The intersection of College/Willox has been reconstructed and the
traffic signal has pedestrian phases and crosswalks and ramps are well marked and lighted.
Conclusion
Based on the analysis, the following statements can be made about the Union Place
Development:
• The roadway improvements recommended in the first TIS have been completed to
City Standards
• Peak hour trip generation is slightly less that the first proposed project. However,
daily trips are somewhat higher
• Multi -modal level of service is met for the project.
Statement of Adequacy: The transportation facilities are adequate and available to serve
this development as contained in the Larimer County Urban Area Street Standards. All
applicable LOS standards are met and satisfied since all transportation facilities are in
place upon issuance of a certificate of occupancy.

All of the improvements to the public roadway system, required by the first proposed
development have been completed to City Standards. There should be no other roadway
improvements required by the City from the Union Place development.
Multi -Modal Level of Service
Bike lanes have been constructed on Willox, west of College Avenue, and connect to the
bike lanes on the east side of the intersection. The City is currently improving the North

Recent Transportation Improvements
Since February 2009, there have been many roadway improvements in the area. The North
College Marketplace resulted in the intersection of College Ave/Willox and portions of
College Avenue to be reconstructed with the addition of auxiliary lanes. The west leg of
the intersection (Willox Lane) has also been reconstructed towards the west adjacent to the
Union Place site. Willow Lane is now built to the to 2-lane arterial standards with a two-
way-left-tum-lane as well as bike lanes. Mason Street adjacent to the site has also been
constructed and includes bike
lanes. The site is now surrounded
by curb, gutter, and standard
sidewalk. The photos below show
the existing condition of the site.

SUBJECT: Union Place TIS Memorandum
This memorandum represents an update to the Transportation Impact Study that was
conducted by ELB Engineering, LLC of the Union Place Development located at 137 West
Willox Lane in Fort Collins, Colorado. The original TIS is dated February 24, 2009.
The original project, as proposed, was a mixed use development consisting of duplexes,
town homes, apartments and specialty retail on a currently undeveloped site. The
developer is now proposing to increase the density of the site from 89 dwelling units to
159 dwellings. However, the new dwelling units will be primarily apartments with a +55
age restriction. The City of Fort Collins has requested that a memorandum level update to
the Transportation Impact Study be prepared discussing the transportation characteristics
between the two proposals. A site plan for the new proposal is shown on the following
page in Figure 1.
Trip Generation Comparisons
Trip generation rates for the proposed project are based on the Trip Generation, 8rh Edition
manual prepared by the Institute of Transportation Engineers. The manual presents data
from numerous trip generation studies for a variety of land uses from across the country.
ITE Code, 252 -Senior Adult Housing was used for the residential units and Code 814 was
used for the specialty retail. No trip reduction was assumed in the analyses.
Table 1 below summarizes the comparison in trip generation between the original and the
now proposed project. As can be seen in the table, there is no significant change in trip
generation between the two projects. Trip generation is actually increased slightly for the
daily trips, slightly decreased for the morning and afternoon trip ends.
