development is meeting the 25% porous pavement requirement which can be counted towards this, leaving an

than 50% of the site will be treated by draining to this pavement and entering the detention by going through the
porous pavement.

In order to accommodate the access requirements for aerial fire apparatus (ladder trucks), required fire lanes shall be 30
foot wide minimum on at least one long side of the building. At least one of the required access routes meeting this
condition shall be located within a minimum of 15 feet and a maximum of 30 feet from the building, and shall be
positioned parallel to one entire side of the

09/10/2013: Add standard landscape notes including the following. All of the following notes have been added.
• The soil in all landscape areas, including parkways and medians, shall be thoroughly loosened to a depth of not
less than eight (8) inches and soil amendment shall be thoroughly incorporated into the soil of all landscape areas to a
depth of at least six (6) inches by tilling, discing or other suitable method, at a rate of at least three (3) cubic yards of
soil amendment per one thousand (1,000) square feet of landscape area.
A permit must be obtained from the City forester before any trees or shrubs as noted on this plan are planted,
pruned or removed on the public right-of-way. This includes zones between the sidewalk and curb, medians and other
city property. This permit shall approve the location and species to be planted. Failure to obtain this permit may result in
replacing or relocating trees and a hold on certificate of occupancy.
• The developer shall contact the City Forester to inspect all street tree plantings at the completion of each phase of
the development. All trees need to have been installed as shown on the landscape plan. Approval of street tree
planting is required before final approval of each phase. Failure to obtain approval by the City Forester for street trees
in a phase shall result in a hold on certificate of occupancy for future phases of the development.

09/10/2013: Skyline Honeylocust would be a better species to use as the street tree along Elizabeth in the sidewalk
cutouts so those trees can be changed to honeylocust. Consider using catalpa or Bur Oaks in the parking lot islands
where Honeylocust is currently used. The few street trees that are being added have been changed to Honeylocust
and the parking lot trees changed to Flowering Pear, Catalpa and Oak.

1. Projects with three or more tenant units require the Unit Level Addressing form to be completed and submitted to
the GIS Department once plans have met final approval through Development Review and are recorded with the
City. This can occur anytime during construction, but before any utilities or address signs are installed. All
addressing will be determined by the GIS Department and submitted to Poudre Fire Authority, USPS, Building
Services, and Fort Collins Utilities. Failure to contact GIS and determining addresses through other means may
result in address changes.

09/11 /2013: The access ramp on the west side of the driveway out to Elizabeth Street should ideally also be rebuilt
with truncated dome detection, though this appears to require work on the neighboring property to the west, requiring
an easement if not already in place. Should the access ramp on the west side not be built at this time, an access
easement should be conveyed to the City that allows future redevelopment of the property to the west the legal ability
to install an updated access ramp.
We will provide an access easement for future reconstruction.

each significant tree that will be removed. The requested meeting took place between the Landscape Architect and Forester
in September of 2013. A table should be provided on sheet PDP L2 that has all the significant trees identified by number,
diameter, and condition, retain or remove and mitigation number of new trees for each removed tree. The requested table
has been added. Total the number of required upsized mitigation trees and provide for that number of upsized trees.
Mitigation trees should be sized as follows.
Shade Tree 3.0 inch caliper Ornamental Tree 2.5
inch caliper Evergreen Tree 8 feet height

that this would lessen the engagement between the public and the commercial activity. The preservation of the
existin street trees is the primary reason to maintain the existing contours on -site The site was previously leveled
when it was a convenience store/gas station which resulted in the eastern portion of the site being approximately 2
Y2 - 3 feet higher than the east property line and the NE corner of the site. Thus the existing berm, on which the
preserved trees are located. The design of the new plaza facilitates and encourages the interaction between the
public and the commercial activity.

09/11/2013: The construction plan indicates keeping the existing attached sidewalk and saw cutting out areas for tree
and tree grates, which would leave about 2 feet of concrete width to the south of the cut-out area. See above
commentary regarding street scape.The plans are then ambiguous on what occurs directly south in terms of
hardscape. With the plans showing removal of the existing trees south of the existing walk, the implementation of trees
in tree grates will need to result in the removal of the entire existing sidewalk and the installation of a new wider
attached sidewalk. That concept has been abandoned and the existing street trees are now being preserved to the
maximum extent possible. The sidewalk should be 12 to 15 feet in width to provide some shy distance away from the
structures as well as being in keeping with the Campus West study. Although we propose to make the sidewalk
undulating to enhance the pedestrian experience, we have honored the minimum width of 12 feet. Additional right-of-
way dedication and/or access easement may need to be dedicated. None is proposed or anticipated with this new
design.

- A base element shall be clearly defined by using structured materials such as sto

/ - A top element with a cornice, stepped parapets etc... (See Sec. 3.5.3(E)(6). We have utilized both stucco cornices
/ and stepped parapets where the top is of a flat commercial shape. We have broken up the monotony of a single flat top
plane with vertically raised cornices and, periodically, towers with sloped roofs.
- Flat roofs with parapets are a signature of commercial/retail development and would be much better
suited for this development. Done. The stucco areas within the gabled roofs are pretty stark. The gable
/ roofs have been deleted and substituted with flat cornices and hip roofs of standing seam roofing. The
primary wall material of the "towers" is brick with a CMU base. The major horizontal element of the tops of
the walls meets the city requirement of a minimum height of 20 feet above grade. However, there are a
few isolated places where it was necessary to vary that height, either higher or lower, to create visual
interest and to break up the long plane of the roofs.
/ Note also that we are proposing the use of Qhotovgltaic panels to supplement our electrical demands. To
/ highlight this state of the art product, it required the incorporation of a sloped roof on a portion of the
JJJ south elevation (away from the street) to maximize the solar capture efficiency. In order to prevent an
overly high projection appearance, the lowest portion of that supporting wall is lower than 20', but rises on
a steep slope to 20' in a few short feet of run.
