HomeMy WebLinkAboutLINDEN STREET PARKING LOT (FORMERLY JEFFERSON STREET PARKING LOT) - PDP - PDP150001 - CORRESPONDENCE -Contact: Emma Belmont, 970-224-6197, ebelmontPfcgov.com Topic: General Comment Number: 1 Comment Originated: 01/27/2015 01/27/2015: An existing bus stop is located on this site approximately 50' northwest of the Jefferson and Linden intersection. This stop will need to be maintained and upgraded to meet Transfort's current standards. Based on ridership, land use density and location in downtown, a type III (shelter) stop is recommended here. This is generally sized 30' wide by 12' deep with a minimum of a 5' path connection to the adjacent curb, but can vary depending on the context. Due to the trees here it would be beneficial to have a discussion about how this can be accommodated. If any part of the bus stop is located outside of the public right of way, a transit easement will need to be dedicated as part of this project. In addition, passenger amenities, which include a shelter, bench, bike rack and trash receptacle will need to be installed as part of this Development Plan. It is suggested that the paver section be extended to the north be more uniform. Please consider the use of lighter colored pavers to delineate the parking stalls in the permeable paver area. It is also suggested that runoff be routed through a depressed parking island first in order to minimize the amount of sediment that would surface flow onto the paver section. Comment Number: 4 Comment Originated: 01/27/2015 01/27/2015: The proposed paver area will affect the health of the exiting trees on the East end of the parking lot. It is suggested that the paver area be adjusted to better accommodate the existing trees. Coordination with the City forester will be needed. Page 4 of 7 Comment Number: 6 Comment Originated: 01/27/2015 01/27/2015: The plans should be reflecting the access ramp at the corner of Linden and Jefferson as having truncated dome detection, the drawings incorrectly imply that the existing ramp is substandard. Comment Number: 7 Comment Originated: 01/27/2015 01/27/2015: Further investigation with Capital Projects on the repay question for Linden Street has concluded that no repay is due for Linden Street with the development plan. The portion of Linden Street abutting Lot 1 had curb gutter and sidewalk before the Linden Street project and wouldn't be subject to a repay. The portion of Linden Street abutting Outlot A (if to be included in the development plan) was never considered a potentially developable property that would be subject to a repay. (In the unlikely event however that the railroad were to no longer be in use and the Outlot A property were to develop, it could then at that time of development, be subject to a repay). [Original comment follows as reference:] There may be a repay due for Linden Street frontage along Outlot A, pending verification from City Capital Projects Engineering, Topic: Plat Comment Number: 1 Comment Originated: 01/27/2015 01/27/2015: Instead of the dedication of an access easement for the sidewalk along Jefferson Street, it is preferred to instead have right-of-way dedicated to the back of walk. In dedicating right-of-way instead of access easement it's more consistent with sidewalks along public streets being in right-of-way, and ensures the small portion of Jefferson Street pavement shown within the property also becomes right-of-way. It also is ensures that the maintenance of the trees between the sidewalk and Jefferson Street remain that of the City -- by not dedicating as right-of-way the maintenance of these trees would technically remain with the property owner of the parking lot, unless otherwise agreed to with the City Forester. The existing Transit stop is currently not in right-of-way as well and Transfort's stop location needs to be in right-of-way (or otherwise, a defined transit easement). Comment Number: 4 Comment Originated: 01/27/2015 01/27/2015: The railroad would need to be an owner signing off on the plat by virtue of the railroad owning at least Outlot A and presumably Lot 1 as the current owner. Please schedule a second on -site meeting with the City Forester to discuss construction impact near some of the existing trees to retain and to explore any techniques that might be feasible that could improve the level of tree protection. Explore locations on -site where this tree might be transplanted to. There is an 11 inch diameter Honeylocust shown to be removed that may be too large to transplant but can also be discussed at the next on -site meeting for feasibility/advisability also moving this tree. Consider longer walls made of brick that may interweave with a steel/iron element and landscaping. Comment Number: 2 Comment Originated: 01/27/2015 01/27/2015: Applicable River District Design Guidelines: 5.8 Create a well-defined street edge with pedestrian -scaled design elements. 5.9 Design site furnishings and landscapes to complement the character of the district. 5.10 Locate site furnishings in areas of high pedestrian activity. 5.11 Locate a parking area to be visually subordinate to landscapes and buildings. 5.13 Provide a visual buffer where a parking lot abuts a public sidewalk. 5.14 Design a fence or a site wall to be an integral part of the landscape and serve as an amenity that adds visual interest to the property. - A thoughtful design should incorporate the transition between the Linden Street side - which already has street furnishings, walls, planters, and pavers - and the Jefferson Street side which should have brick walls and complementary landscaping. - The corner of the property is a very prominent corner bridging the core of Old Town with the up-and-coming River District. Which creates a great opportunity to provide some public art piece.
