RE: ANNEXATION RESOLUTIONS (SCHAULIN, MOUNTAIN VIEW SCHOOL,
TAVELLI ELEMENTARY SCHOOL AND LINCOLN JR. HIGH SCHOOL)
Dear Leanne and Mike:
I have been asked to review a number of annexation resolutions and provide comments to
you regarding any impacts on the County. Thank you for the opportunity to provide
comments regarding these annexations.
Schaulin Annexation and Zoning: The western parcel has Special Review approval for
the present use, however the expansion of the use onto the easternmost (larger) parcel is
not permitted. There are neighborhood concerns regarding drainage and potential
contamination of the surrounding areas, as well as concerns about landscaping and
shielding the site from public view. The subject property was found to be in violation of
the Larimer County Comprehensive Zoning Resolution by the Board of County
Commissioners at their January 26, 1998 hearing_ Under the County's regulations, a
rezoning of the eastern parcel would be needed to correct this situation. Because the
property is in the UGA and eligible for annexation, the property owner was directed to
petition for annexation and address the development issues under the City's regulations.
If the property owner did not proceed with annexation of the property, legal action was
authorized by the Board of Commissioners to enforce the provisions of the Zoning
Resolution.
The County would request that the City require conformance with the City's regulations
to address the drainage, landscaping and other concerns regarding this use.
Mountain View School Annexation and Zoning, Lincoln Jr. High School V and 2"d
Annexations and Zonings: The maps showing these sites indicate that enclaves will be
