Ed Carroll Parking Lot Expansion Neighborhood Meeting
Meeting Date: 2/20/02
Location: Battie Elementary School

Applicant is requesting a lighting variance but consistent with the previous lot
approval.
Comment: The lights at the existing lot don't dim until somewhere between lOpm
and midnight.
Comment: The lights are already too bright. We (the neighbors) are already
experiencing light pollution. It's like daytime in our back yards. Some of the lights
are aimed right at the houses. 10 pm would be a good time to turn the lights off.
We were told with that last approval that the lights would go off early, now they
don't.
Applicant: We'll look into that, it sounds like the lights should turn off, but they
don't.
Comment: The Rhodes Building also has bright "runway" lights.
Comment: The phone systems are too loud.
Applicant: No plans for new speakers.
Key Issues = noise & light pollution. Potential Solutions = walkie talkies & row of
evergreens adjacent to back fence.
Neighbor: What commitments were made by the City as part of the Mason Street
Corridor Plan regarding the lighting and fencing along the rear of the residential
lots in this area?
Neighbor: Will staff please double check that the existing lot is not in violation of
the approved lighting levels.
