Some improvements may be needed if the alley doesn't drain properly. Alley paving will be considered part of the site detention requirement. Any existing structures can grandfather some of the impervious surface area if the size can be documented. This may reduce the detention volume requirement. Please contact Glen Schlueter at=221-6589 with any questions regarding these comments. 8. The Current Planning Department offered the following comments: a. The Downtown District is described in Division 4.12 of the Land Use Code (Article 4, pp. 62-72). Downtown District Land Use Standards begin on page 67 of Article 4. Downtown District Development Standards begin on page 68 of Article 4. b. General Development Standards are described in Article 3 of the Land Use Code. In the event of a conflict between a standard or requirement contained in Article.3 and Article 4, the standard in Article 4 shall prevail.. C. Per Section .2.2.2 of the Land Use Code (Article 2, pp. 13-14); a neighborhood meeting is required prior to the submittal of a Type 2 development application. Attached is a geographical notification map. The applicant is responsible for obtaining the names and addresses of property owners within the mailing area. The applicant pays the City 50 cents per name for the mailing. The City will set up and facilitate. the neighborhood meeting upon the applicant's request. d. The Poudre Fire Authority stated that rescue sized windows will be required for the basement. Please contact Roger Frasco at 221-6570 with any questions regarding these comments. 5. The Water and Wastewater. Utility stated that there are existing 4" water and 8" sanitary sewer mains in Magnolia. No services exist in the alley. Water Conservation Standards for Landscaping and Irrigation will be applicable. Water Rights Acquisition, and Water and Sewer Plant Investment Fees (PIF's) will be due at the issuance of. Building Permit. Please contact Roger Buffington at 221-6681 with any questions regarding these comments. 6. The Engineering Department offers the following comments: a. The Street Oversizing Fee is currently $14;583 per acre for office uses and $554 per new residential dwelling unit. b. The alley must be paved along the.full frontage of the lot. The developer may request a repay agreement. If the adjacent property redevelops, the developer of 218 W.. Magnolia could be reimbursed.for a portion of the alley paving costs. c.. Please contact Eric Bracke of the Traffic Operations. Department to discuss parameters for a' Transportation Impact Analysis. This study includes vehicular, bike and pedestrian analysis. If the proposed use generates less than 50 trips per day, the requirement for a Transportation Impact Analysis can be waived. The site is located within the -Old Town Drainage Basin. The Stormwater . Development Fees for this basin are $4,150 per acre, subject to a runoff coefficient reduction. Stormwater Development Fees will only apply to any newly created impervious surface area. b: Drainage and erosion control reports and plans are required and must a be prepared by a professional engineer registered in the State of Colorado. C. The Old Town Master Plan assumes a 60% imperviousness which includes to the centerline of Magnolia street and the centerline of the alley. The impervious area appears to bein excess of 60%. Therefore, on -site detention with a 2-year historic release rate will be required. Request for the development of 1700 to 1800 square feet of office use and three, 2-bedroom apartments at 218 W. Magnolia. COMMENTS: 1. The Zoning Department stated thatthe property is located in the Canyon Avenue Sub -District of the Downtown District. The request is not considered mixed -use as it is not a 1:1 ratio of office to residential. Therefore, the request is considered to be multi -family residential development which is a Type 2 use (subject to Planning and Zoning Board review). Off-street parking. must be provided at 1.75 parking spaces per 2-bedroom dwelling unit. Please contact Gary Lopez at 221-6760 with any questions regarding these comments. 2. The Light and Power Utility stated that single-phase power is available from the transformer located at the rear lot line of 222 W. Magnolia. Any upgrading of this transformer will be at the developer's expense. The service will need to be brought down the alley. Power in. this area is already underground. The existing power pole in the driveway may be the property of U S WEST or TCI. A C-1, commercial use form must be submitted. The Building Inspections Department stated that fire access.must be provided to the basement if it is greater. than 1,50.0 square feet. Fire separation will be required between the. office and residential portions of the building. The main entrance may need to be accessible.
