Please provide a cross-section of the spillway of the detention pond and indicate dimensions, elevations, overflow depth, 100-year WSEL & curb opening.. RESPONSE: 4. When calculating the difference in runoff between the Old Town Basin Master Plan and developed conditions, why is 3 hours used? The difference in runoff should be calculated using the same time of concentration as in the rest of the calculations. Please recompute the detention volume required due to increased imperviousness. RESPONSE: D-oy 5. Please show that the proposed building will not cause a rise greater than a4lt in the 100-year floodplain WSEL. The project will not be approved until this is proven. RESPONSE: 6. It is not apparent that the drain chase will be able to sustain the runoff from the site. Please provide supporting calculations to show the capacity of the chase. When calculating runoff for each subbasin, the composite `C' for the entire site is used. This is incorrect as composite `C's should be determined for each subbasin and then used to calculated runoff for that particular subbasin. Please recompute the runoff for each subbasin with newly calculated C's. In addition, please recompute the detention pond required volume using the `C' for subbasin #1 only, and not the overall site `C'. RESPONSE: 2. For the concentration pan and alley, capacity calculations have been given. However, it is not apparent how the 100-year WSELs were determined. Please provide supporting calculations to show how these were determined. Sheet 3 of 4: Grading, Drainage, and Utility Service Plan O Please look at regrading the site so that it drains into the alley rather than draining through a sidewalk chase. The City does not want to maintain the chase. O Asphalt cuts are not allowed to be along a vehicles tire path. Please make sure that the asphalt cuts are either in the center of the travel lane or along lane line. O You will need to provide either an offsite construction easement or a letter from the adjoining property owner giving permission to perform any construction on his/her property. Are the apartments accessible from the south entrance? Are the offices accessible from the north entrance? Please provide a bike rack at both entrances. S. The site is located in a no -rise floodplain. The applicant must demonstrate that it is not creating a rise in the floodplain. t. As per the newly published Development Manual, please change the Planning Certification to reference the Planning Director. A 6-inch vertical curb is needed between the 4-foot wide sidewalk and the 16-foot wide private drive on the east side of the proposed building. �. Please provide standard Landscape Notes on the Landscape Plan regarding the grade of materials, separation distances from utilities, installation of all landscaping or provision of a letter of credit for 125% of materials and installation, coordination between the engineering and planning consultants, tree protection / preservation notes from Section 3.2.1 of the Land Use Code, etc. �k As previously requested, please submit a lighting plan showing proposed photometric, levels across the site. The lighting plan should be sheet 5 of 5 of the PDP plan set. Please renumber all sheets of the plan set accordingly. Il Please add a note to the Site Plan which states that all signage will comply with the City Sign Code. p� The Site Plan indicates that the trash dumpster at 210 W. Magnolia will be shared with this property. No agreements or letter of intent have been submitted to date. A letter of intent must be submitted before a PDP hearing can be scheduled. rt// Please label the building elevations as north, south, east and west rather than front, rear, right and left. gyp./ Please specify building colors and materials on all building elevations. O No off -site grading easements have been submitted to date. A letter of intent for all off -site easements must be submitted before a PDP hearing can be scheduled. The Engineering Department's suggestion that the site be graded so that it drains towards the alley would eliminate the need for the drainage pan, sidewalk chase and off -site grading easement on the west side of the property. q. The design of the parking lot needs to be revised. 15-footo long parking stalls may not utilize curb stops. Vehicle overhang may not intrude on the landscape buffer. A drive aisle with 90 degree parking on both sides must be 24 feet. A backing.area should be provided at the west end of the parking lot so that cars in the western most spaces don't have to back through the parking lot to exit the site. College Avenue Fort Collins, CO 80524 Dear Bud: Staff has reviewed your documents for the Kruger Office Building PDP which were submitted on August 27, 1998 and offers the following comments: 1. The Current Planning Department stated the following: I 07 c1 As previously requested by the Water Conservation Specialist, the landscape plan shall include the total area (in square feet) for each landscape category. Landscape categories are distinguished by their water requirements and intended maintenance level. Examples of possible categories include, but are not limited to, high water turfgrass, low water turfgrass, low water planting beds, moderate water planting beds, and non -plant areas (paved areas, etc.). This information is required at the PDP stage. As previously requested by TCI of Fort Collins, please provide a utility easement along the north property line. Existing facilities are to be relocated at the developer's expense. WOOF Please provide information regarding the number of bedrooms per residential dwelling unit in the Land Use Data and within the building envelope. Please verify that the residential parking ratio complies with the Land Use Code. The parking ratio for the office use exceeds the maximum allowed by Section 3.2.2[K][2] of the Land Use Code.
