NOTICE
TO ALL PERSONS INTERESTED:
PLEASE TAKE NOTICE that the City Council of the City of Fort Collins has adopted a
Resolution initiating annexation proceedings for the Visitors' Center at the Environmental Learning
Center Annexation, said Annexation being more particularly described in said Resolution, a copy
of which precedes this Notice.
That, on March 3, at the hour of 6:00 p.m., or as soon thereafter as the matter may come on
for hearing in the Council Chambers in the City Hall, 300 LaPorte Avenue, Fort Collins, Colorado,
the Fort Collins City Council will hold a public hearing upon the annexation petition for the purpose
of finding and determining whether the property proposed to be annexed meets the applicable
requirements of Colorado law and is considered eligible for annexation. At such hearing, any
persons may appear and present such evidence as they may desire.
The City of Fort Collins will make reasonable accommodations for access to City services,
programs and activities and will make special communication arrangements for persons with
disabilities. Please call 221-6515 for assistance.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
STATING THE INTENT OF THE CITY OF FORT COLLINS
TO ANNEX CERTAIN PROPERTY AND INITIATING ANNEXATION
PROCEEDINGS FOR SUCH PROPERTY TO BE KNOWN AS THE VISITORS'
CENTER AT THE ENVIRONMENTAL LEARNING CENTER ANNEXATION
WHEREAS, a written petition, together with four (4) prints of an annexation map, has been
filed with the City Clerk requesting the annexation of certain property to be known as the Visitors'
Center at the Environmental Learning Center Annexation; and
WHEREAS, the Council of the City of Fort Collins desires to initiate annexation proceedings
in accordance with law.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That, the Council of the City of Fort Collins accepts the annexation petition
for the Visitors' Center at the Environmental Learning Center Annexation, more particularly
described as situate in the County of Larimer, State of Colorado, to wit:
A TRACT OF LAND LOCATED IN THE NE 1/4 OF SECTION 21, TOWNSHIP. 7 NORTH, RANGE 68
WEST OF THE 6TH PRINCIPAL MERIDIAN, LARIMER COUNTY, COLORADO, BEING MORE
PARTICULARLY DESCRIBED AS FOLLOWS: CONSIDERING THE NORTH LINE OF THE NE 1/4 OF
SAID SECTION 21 AS BEARING S88013'20"E AND WITH ALL BEARINGS CONTAINED HEREIN
RELATIVE THERETO: COMMENCING AT THE N 114 CORNER OF SAID SECTION 21: THENCE ALONG
THE NORTH LINE OF SAID NE 1/4, S88013'20" E 709.35 FEET: THENCE DEPARTING SAID NORTH LINE,

Section 2. That the Council hereby finds and detemunes that the annexation petition and
accompanying map are in substantial compliance with the Municipal Annexation Act.
Section 3. That the Notice attached hereto be adopted as part of this Resolution. Said
Notice establishes the date, time and place when the Council will consider the passage of an
annexation ordinance pertaining to the above described property. The City Clerk is directed to
publish a copy of this Resolution and said Notice as provided in Section 31-12-108(2), C.R.S.

The proposed zoning for the annexation is the POL, Public Open Lands zone district. The POL zone
is for large, publicly -owned parks and open lands which have a community -wide emphasis or other
characteristic which warrant inclusion under this separate designation rather than inclusion in an
adjoining neighborhood or other district designation.

The Planning and Zoning Board will conduct a public hearing on the annexation and zoning request
at its meeting on February 19, 1998.

Resolution 98-9 Stating the Intent of the City of Fort Collins to Annex Certain Property and
Initiating Annexation Proceedings for Such Property to Be Known as the Visitors' Center at the
Environmental Learning Center Annexation.

Staff recommends adoption of the Resolution.
EXECUTIVE SUMMARY:
The Visitors' Center at the Environmental Learning Center Annexation is approximately 5 acres in
size, located south of Prospect Road, north of the existing Environmental Learning Center. The site
is owned by Colorado State University and the primary use will be the Visitors' Center at the
Environmental Learning Center. The proposed zoning for this annexation is POL-Public Open
Lands zone district.
The proposed Resolution states that it is the City's intent to annex this property and directs that the
published notice required by State law by given of the Council's hearing to consider the needed
annexation ordinance. The hearing will be held at the time of First Reading of the annexation and
zoning ordinances on March 3, 1998. No less than thirty days prior published notice is required by
State law.
BACKGROUND:
The Visitors' Center at the Environmental Learning Center Annexation is approximately 5 acres in
size, located south of Prospect Road (to the west of the Resource Recovery Farm). The site was
identified in the Poudre River Environmental Learning District Conceptual Land Use Plan (April
1997) as the future location for the Visitors' Center. The construction of the Visitors' Center is a
joint project among the City of Fort Collins, Colorado State University, and the State of Colorado.
It is anticipated that construction on the Visitors' Center could start in spring, 1998, with completion
in the spring of 1999.
This is a voluntary annexation, located %vithin the Urban Growth Area of the City of Fort Collins.
The City may annex property located within the Urban Growth Area Boundary, provided that the
property has 1/6th contiguity with the existing City boundary. The proposed Environmental
Learning Center Annexation does comply with this requirement.
