Subject: Sidewalk around the DC

In the past couple of weeks we have put no parking signs around the DC. This
was to assist us with security of the facility by eliminating some movement
near the property line. At the present time our control operators watch 32
cameras inside and outside of the facility. Many times this is done by one
person. whenever they see movement on one of the cameras, their attention is
directed to that camera. At that time other cameras or duties are detracted
from.
In addition, we have had many contraband items found on the grounds of the
facility. These items have ranged from drugs to knife blades. If we
encourage foot traffic around the facility, we will most certainly have an
increase in contraband. After a while, the foot traffic becomes routine, the
control room operators will not pay any attention to the people near the
facility. This is of great concern to me.
To clarify, we have inmate workers outside the facility on a regular basis.
Some levels are not directly supervised by staff and they could pick up
something. Others are supervised however, they could pick up something and
get it back into the facility. Yes, the inmates are searched when they are
brought back inside, but they are very resourceful on where they hide objects
inside and outside of their bodies.
From a security stand point we are looking for big problems if this should
occur. To be honest, I can not even believe that anyone would consider
putting a sidewalk around here. Please make them understand this is a jail and
we have special needs. If this is done we will seriously have to consider a
15 foot razor wire fence around the facility as well.
