The three handicap parking spaces in the northwest parking. lot are too distant from the building entry and require the crossing of two private drives. These spaces should be moved closer to the entrance. 7. The Uniform Building Code, as adopted and amended by the City, requires that the site shall be accessible to persons with disabilities in accordance with U.B.C. Section 3103 and Appendix Section 3106. A designated and marked "accessible route of travel"among all the buildings on the site and the public way (public sidewalk) must be shown on the plan. Accessible routes shall consist of running slopes no greater than 1:20 and cross slopes no steeper than 1:50. Where routes corss lanes for vehicle traffic, they shall be designated and marked as a crosswalk. This comment is from the City's commercial plans examiner in the Building Inspection Division and complements the request for the public sidewalk along Midpoint Drive. 8. The building must comply with the Fort Collins Non-residential Energy Code. 9. With limited landscape development due to security concerns, is it possible to add some annual or perennials gardens along Midpoint? They add significant visual impact and are quite low in growth. The seasonal color may help the overall aesthetics of the site. 10. Canopy_ shade trees with high canopies in lawn areas with wide spacings should be considered away from the facility in the outlying zones. Such trees would cause minimal problems for creating secured areas. 11. Revised plans should be on 24 x 36 sheets with sheets labeled sequentially as a set of four. 12. Please submit three sets of revised plans by Friday, February 27, 1998. 13. For the March 19th Planning and Zoning Board hearing, please submit the following no later than Monday, March 2, 1998: A. One plan set of high quality reductions on 8.5" x I V for the Board's packet. Please note that a xerox reduction will not result in a readable quality. The reduction should be done on CAD or by photo mechanical transfer (P.M.T.). B. Seven plan sets, (24" x 36") folded, for the Board. The deadline for these documents is Monday, March 2, 1998. C. One rendered landscape plan and one rendered architectural elevation (not folded), or slides. Comments pertaining to drainage and utility issues have been forwarded to Rick Pickard of The Engineering Company. The following additional comments are offered: 1. Staff feels quite strongly that a sidewalk must be, constructed along the entire frontage of Midpoint Drive. While we are sympathetic to the security needs of the facility, a connecting sidewalk system within a mixed -use industrial park is a critical element for promoting pedestrian circulation. The industrial park will feature a retail and commercial center at the immediate corner of Timberline and Prospect which will be -a logical.destination for pedestrians within the park. A disconnected system forces more pedestrians to cross the street. Providing safe, continuous pedestrian access city-wide is a key feature in newly adopted "City Plan", the City's Comprehensive Plan. Please note that the requirement for the sidewalk is not found in the Zoning section of the City Code, but, rather in the Street Standards of City Code. Therefore, the Exemption from Zoning that was obtained by Zoning Board of Appeals is not applicable in this case. 2. Please indicate the location of the bus stop on Midpoint Drive. 2. The gravel/roadbase section of the loop drive must be of sufficient compaction to support fire equipment. Please contact Ron Gonzales, 221-6570, Poudre Fire Authority for the specifications. 3. Private drives that are required as fire access lanes must be signed "No Parking - Fire Lane" and, where applicable, the curbing must be painted red. 4.
