The existing hydrant on the south should be moved across the parking lot. Be sure there is adequate water pressure to serve the four story structure. For further information, please contact Roger Frasco, Assistant Fire Marshal, Poudre Fire Authority, 221-6570. 5. The facility is served by the City of Fort Collins Water and Wastewater Utility. The size of the expansion may trigger the need to upgrade the incoming water service. This should be verified. Based on the expanded occupancy, there will be an assessment for both water and sewer plant investment fees as well as satisfying the raw water acquisition charge. For estimates of these fees, please contact Mary Young, Permits Administrator, 221-6681. 6. The Water and Wastewater Utility is concerned about the extent of the system being located behind a perimeter security fence. The water meter vault and hydrant should be located outside the fence. The City's Engineering Department will require the submittal of a ten sets of Utility Plans prepared by a licensed professional engineer in the State of Colorado. This submittal will be made directly to the Engineering Department. This plan set must include a Grading and Drainage Plan and Erosion Control Plan. Sidewalks will be required to be constructed along all public street frontages. If platted or dedicated utility easements are to be vacated, then these easements must be described legally and taken through the City's vacation procedure. Similarly, new utility easements must be dedicated either by replatting or be separate dedication. Each round of Utility Plan review takes about one month. For further information, please contact Sheri Wamhoff, 221-6750. 8. The area of ground dedicated to the expanded facility will be assessed the Street Oversizing Fee. This fee is $7,282 per acre pro -rated to the expansion area only. For an estimate of this fee, please contact Matt Baker, 221-6605. 9. The applicant is required to submit a Transportation Impact Study. Please contact Eric Bracke, Traffic Engineer, 221-6630, to determine the scope of the study. 10. The site is located in the Foothills Drainage Basin. The Storm Drainage Fee in this basin is $6,525 per developed acre, subject to the runoff coefficient and the amount of onsite stormwater detention. A Drainage Report is required to accompany the Grading and Drainage Plan and the Erosion Control Plan. The detained storm flows are required to be released at no more than the two-year historic rate. X CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins MEETING DATE: July 21, 1997 ITEM: Larimer County Jail Expansion APPLICANT: Larimer County c% Mr. Bob Brashears, Reilly Johnson Architecture, 1775 Sherman Avenue, Suite 1320, Denver, CO. 80203. LAND USE DATA: Request to expand the Larimer County Jail by adding a four-story housing intake facility, two-storyjuvenile housing facility, two story medium securityhousing facility, new offices and new parking lot. COMMENTS: The project is considered exempt from Planning and Zoning by virtue of a decision by the City of Fort Collins Zoning Board of Appeals. There will be no need for application to the Planning Department for the land use consideration of the facility's expansion. This exemption, however, does not relieve the applicant's obligation from fulfilling the requirements of other City Departments and Utilities. 2. A building permit will be required to be obtained from the City of Fort Collins. The additions must comply with the 1991 Uniform Building Code with locally adopted amendments. The facility is served by the City of Fort Collins Light and Power Department. Any relocated electrical facilities will be at the developer's expense. The three foot separation on the west side may be tight. The relocated transformer may cost between $2,000 and $3,000. The new location must be within 10 feet of hard surface for emergency change - out by a boom truck. If there is an increase in the entrance panel size, then the applicant pays the difference in fees for the upgrade. The electrical contractor must complete the Commercial One C'C-1 ") Form to determine the new electrical load. It is likely that temporary power will be needed since the existing fine will need to be removed. This will involve close coordination with Light and Power to minimize the time on the temporary power. New development charges will be applied to the new parking lot area.
