COLLEGE) - PDP/FDP - 4-98 - REPORTS - RECOMMENDATION/REPORT0 Replat of a Portion of Tract One of the St. Wain Subdivision, University National Plaza, 2020 South College Avenue, #4-98 March 11, 1998 Administrative Hearing Page 3 preserves natural areas and features, and otherwise accomplishes the purposes and intent of the Land Use Code. The proposed subdivision satisfies this criterion. Each of the the two new lots have frontage on a public street which connects the site to the existing general layout of roads in the surrounding neighborhood. C. Section 3.3.1 [C] (1) - "Public Sites, Reservations and Dedications" This criterion requires that a subdivision dedicate rights -of -way for public streets, drainage easements and utility easements as needed to serve the area being platted. The proposed subdivision satisfies this criterion by dedicating additional land for public utilities. Additional street right-of-way is not needed. 4. Findings of Fact: In reviewing the request for a Replat of Tract One of St. Wain Subdivision, Staff makes the following findings of fact: A. The request complies with the applicable Plat Standards of the Land Use Code. B. The request complies with the land development standards of the C, Commercial zone district. C. Since there is no request for new land development or new construction, other engineering standards in the Land Use Code do not apply. RECOMMENDATION: Staff recommends approval of the Replat of a Part of Tract One, St. Wain Subdivision, #4-98. Legal Description: The legal description of request is as follows: A Replat of a Part of Tract 1, Replat of Block 2 and Lots 1 to 7 Inclusive of Block 1 of the St. Wain Subdivision. 2. Background: The surrounding zoning and land uses are as follows: N: C, Commercial; University National Bank S: C, Commercial; Office/Retail E: L-M-N, Low Density Mixed -Use Neighborhood; Multi -family W:C, Commercial.; Convenience Store and Vet Clinic The St. Wain Subdivision, Replat of Tract One, was originally platted in 1964. Buildings were constructed in 1964 and 1979. 3. Plat Standards: The Replat has been reviewed against the criteria of the Plat Standards under Article Three, Division Three of the Land Use Code. The request to divide the parcel into two lots satisfies the following standards: A. Section 3.3.1 (B) (1) - "Lots" This criterion requires that lot sizes shall exceed the required minimum size specified in the applicable zone district. The subject parcel is in the C, Commercial zone district. Since there are no minimum lot sizes specified in the Commercial zone, the two proposed lots comply. For informational purposes, Lot One is 13,327 square feet and Lot Two is 27,257 square feet in size. B. Section 3.3.1 (B) (2) - "Lots" This criterion requires that the general layout of lots, roads, driveways, utilities, drainage facilities and other services within the proposed development shall be designed in a way that enhances an interconnected street system within and between neighborhoods, ITEM NO. There is no new land development or new construction associated with this request. The site is .93 acre in size and located on the east side of South College Avenue, south of Spring Creek Drive, and west of Remington Street.
