We feel the level of lighting and willingness to accommodate a lower level of lighting later in the evening will neighborhood continuity, while providing a usable facility for Ed Carroll Motors. August 21, 1998 Leanne Harter Project Planner City of Fort Collins Current Planning Department 281 North College Avenue Fort Collins, Colorado 80522-0580 RE: Ed Carroll Motors - Alternative Compliance (Lighting) Dear Leanne: The following letter, and attached documents, summarize the Alternative Compliance requested for the parking lot lighting for the Ed Carroll Motors parking lot expansion. As outlined in the May 13, 1998 letter from C.E.D., the lighting standards within the Fort Collins Land Use Code calling for a maximum on -site lighting level of ten foot-candles, were written to address common patron or employee parking areas. The proposed project is for a parking lot expansion adjacent to an existing car dealership. The function of this lot will be for car display and storage of vehicles associated with the dealership: service, employees, etc. The proposed light levels needed to provide a functional and secure atmosphere for the car dealership traffic (average : 40-50 foot-candles), exceeds the levels outlined with the Land Use Code, however the light levels proposed fall well below the Illumination Engineering Society (IES) recommendations of 100-300 foot-candles for this use. The lighting design as proposed will provide lighting for this land use, equally well or better than a lighting plan designed to the standards, by providing sufficient light to use the site safely. The need for higher light levels are needed to provide good visibility for both pedestrian car buyers watching out for vehicular traffic through the lot, and vice versa. The higher light levels have proven successful in deterring thieves from looting the vehicles on the existing car dealership lot. The light fixture includes a computer design reflector, that combined with the light housing, direct the lighting in a more precise manor than older light fixtures, this being a major innovation in lighting design in the past few years. The lighting provides sharply cut-off lighting levels at the perimeter of the site to prevent fugitive light onto adjacent properties, and controls lighting glare from adjacent properties. As noted in the May 13, 1998 letter from C.E.D., light levels do not even reach the railroad tracks on the west side of the project.
