Metal Preparation
All exterior surfaces are cleaned with an alkaline rinse
to remove dirt, oil or surface contaminants. Exterior
metal surfaces are then blasted with a combination of
shot and grit, to remove all mill scale, oxides, or any
foreign matter. Excess shot and by-products from the
blasting operation are blown off with dry, compressed
air. Blasting in accordance with the above requirements
provides a 1.5 mil profile anchor pattern for a maximum
fusion bond to the substrate. This surface satisfies the
"near white" specification as published by the Steel
Structures Painting Council Standards SSPC-SP10.
Chemical Pretreatment
All blasted metal surfaces are chemically pretreated with
an iron phosphate conversion coating applied at high
pressure at 110" to 120° F. The pretreated surface
immediately receives an ambient fresh water rinse
containing special surfactants and sealers. The
phosphated exterior metal surface is force dried by
convection heat at approximately 200' F, forming a dry
tight micro -crystalline coating not less than 50 mgJ
sq. ft. of iron phosphate on the surface.
Powder Coating
K-Klad is a special powder coating formulated from a
unique combination of polyester resins designed to
exhibit superior outdoor weatherability, durability and
gloss retention. K-Klad is applied with state-of-the-art
electrostatic powder coating equipment to a uniform
8 mil finish. Charged powder particles adhere to the
surface of the lighting standard to form a high
molecular weight, fusion bonded finish. Precisely con-
trolled bake times and temperatures ensure complete
bonding and dispersion of pigments and resins,
R AINFU6 Internal Coating
The internal base -end of the pole is blasted, cleaned and
powder coated for a minimum of 12 inches from the
baseplate. The entire internal surfaces including the
powder coated area at the base -end are coated with
K-Seal, a thermoplastic hydrocarbon resin system
specially formulated for application over untreated steel
surfaces. K-Seal is to be applied in a manner to ensure
complete, uniform ID coverage to a thickness of 3 mils.
The internal coating shall contain special corrosion
inhibitors and is capable of passing 1000 hours of salt
spray exposure (ASTM B-117).

Over Hot Dip Galvanizing
In areas where superior performance is required,
K-Klad powder coating applied over hot dip galvanized
steel provides an additional surface barrier, encap-
sulating the cathodic protective zinc surface.
Hot Dip Galvanizing
All exterior and interior metal surfaces are hot dip
galvanized in accordance with ASTM A-123. During the
hot dip galvanizing process the molten zinc reacts with
the steel surface forming a barrier that becomes an
extension of the steel surface.
Metal Preparation
All exterior galvanized surfaces are washed under heat
and pressure with an alkaline rinse to remove any
excess oxides or contaminants. The exterior surfaces are
then centrifugally brush blasted with a combination of
shot and grit to remove excess oxides and foreign
matter providing an anchor pattern profile without
disruption to the galvanized surface.
Chemical Pretreatment

of pigments and resins. This process assures superior
weatherability, durability and gloss retention.
K-AMe Internal Coating
The internal galvanized section is coated with K-Seal, a
corrosion inhibitor, to form a protective internal barrier.
The cathodic protection of the hot dip galvanized
surface, encapsulated by the K-Seal internal coat,
provides superior corrosion resistance.

-Steel
Pole Shaft
The pole shaft is one piece construction, being fabricated from a weldable
grade carbon steel structural tubing which has a uniform wall thickness of 11 gauge
(0.1196"), 7 gauge (0.1793"), or 3 gauge (02391"). The pole shaft material shall conform
to ASTM A-500 Grade C with a minimum yield strength of 50,000 psi. The pole shaft has
a full length longitudinal resistance weld and is uniformly square in cross-section
with flat sides, small comer radii and excellent torsional properties.
Baseplate
The anchor base is fabricated from a structural quality hot rolled carbon steel plate
that meets or exceeds a minimum yield strength of 36,000 psi. The anchor base telescopes
the pole shaft and is circumferentially welded top and bottom. All welds are performed in
accordance with the American Welding Society specification AWS D1.1, latest edition.
Anchor Bolts
Anchor bolts are fabricated from a commercial quality hot rolled carbon steel bar
that meets or exceeds a minimum yield strength of 55,000 psi. Four properly sized
anchor bolts, each furnished with two regular hex nuts and washers, are furnished and
shipped with all poles unless otherwise specified. Anchor bolts shall have the threaded
end galvanized a minimum of 8 inches in accordance with ASTM A-153.
Fully galvanized anchor bolts are available upon request.
Handhole
An oval reinforced gasketed handhole, having a nominal 3" x 5" inside opening,
ocated at 1'-6" above the base, is standard on all poles unless otherwise specified.
The grounding lug is welded inside the handhole ring.
Standard Finishes
A polyester thermosetting powder coating electrostatically applied to the surface
of the substrate to a minimum of 3 mil is standard on all color finishes. Prime
finish is also available. Hot dip galvanized finish tda ASTM A-123 specification
is also available. For optional finishes. see K-Klad Coating System.

FEATURES
HOUSING— Rugged, .063' thick lightweight aluminum rectilin-
ear hould ig. All seams are continuously welded for weather -
tight seal and integrity. Standard finish is dark bronze (DOB)
polyester powder. Other powder architectural colors avail-
able.
DOOR FRAME — Naturally anodized. extruded, aluminum door
frame with mitered comers is retained with Itwo) .1887 diam-
eter hinge pins and secured with (one) quarter-tum, quick
release fastener. Weather-proof seal between housing and
door frame is accomplished with an.imegrelly designed, ex-
truded silicone gasket that snaps into door frame.
LENS —.1W thick impact -resistant, tempered glass with ther-
mally -applied, silk screened power door shield.
MOUNTING — Extruded, lr aluminum arm for pole or wall
mounting. Shipped in Endure carton. Optional mountings avail-
able.
OPTICS —Reflectors are anodized, hydrolonaed and segmented
for consistent quality, performance and lamp life. Three cut-
off distributions aniallable: Type III (Asymmetric), Type IV (For-
ward Throw), Type V (Square Symmetrical).
ELECTRICAL SYSTEM — Constant -wattage autotransformer Is
100% copper wound and factory tested. Removable power
door and positive locking disconnect plug.
SOCKET — Porcelain. horizontally -oriented, mcg&base socket
with copper alloy, nickel -plated $crew shell and center con-
tact. UL listed 1500W- 6WV. 4KV pulse rated.'

The proposed plan meets the Code's Desigw Stmdm* including using light
sources that are concealed or shielded to the extent feasible to minimize the potential
for ghuq and that produce accurate color rendition = to that produced by
the typical mercury vapor or high-pressure sodium lighting systems.
The proposed plan:
Does a superior job of protecting surrounding arms from light
intrusion by providing sharply cut-off luting level at the site perimeter Light
levels, 3' 4way from the fatores, to the west on McClelland Drive, and to the south
OR Swallow Road, drop to below l footcandle. Light levels do, not oven reach the
railroad traclo on the west side of the project.
Enhances neighborhood continuity and connectivity by providing
Harp propriately lit access to College Avenue and adjacent properties.
Demonstrates innovative design and use of fixtures and other site
elements as described above.

This letter is intended to provide moat detailed information regarding the
site lighting for the lot expansion west of the existing Ed Carroll Motors, and for the
request for approval of the proposed plan as an alternative to a plan meeting a strict
application of section 3.L4(DX7) of the Fart Collins Land Use Code That section of
the code, calling fora maximum on -sift lighting level often footcandles, was written
to address common patron or employee parking areas. It does not recognize other
functions such as lighted athletic fidds, product display, or outdoor performing arts
facilities that cannot meet the stated purpose of the 3.2.4(A) Site Lighting Purpose

Abwxadve Comae provisions of the code.
Considering the review criteria as outlined in the Land Use Code, the
following findings may be made:
The proposed alternative plan accomplishes the stated purpose of the

standards of that section; because the functional ands of the project cannot be met

(IES) recommends a footcandle level of a minimum of five times the highest
surrounding ambient lighting, to a maximum level of 100 - 300 footcandks
depending upon surrounding competing not levels for display purposes.
