02/24/2016: 02/24/2016: 1 understand there is an agreement between the
Multifamily developers and the Mall developers to build the infrastructure around
this site according to the original plan set (PA2). This includes the bus stop on
Stanford. The original plan (PA2) was designed to a smaller standard then
Transfort's current standard and that which would typically apply to this latest
submittal. Transfort encourages the Multifamily developers to provide the larger
bus stop concrete surface as shown on your projects plans. Transfort would
also encourage the developer to provide the patron amenities at the stop which
would include a bus stop shelter, bike rack and trash facility. Please contact me

the comments are resolved. The Development Agreement will need to be
amended with the change in escrow amount.
12/28/2015: Erosion Control Plan and Details have some significant redlines
that need to be addressed. First this plan may be better served by a closer
view or lot sections of the project and adding storm infrastructure as well as flow
arrows or grades to the grade lines to facilitate the review of the material. At this
time it is difficult to see if the supplied materials are adequate to meet the City's
Criteria. Erosion Control Report has two redlines based upon an old template
location an who to get a hold of. Erosion control escrow will need to be
submitted; acknowledged note wanting acceptable plans before that can be
calculated. Please submit; Erosion Control Plan, Erosion Control Report, and
an Escrow / Security Calculation based upon the returned comments. If you

This is a carryover comment from previous review rounds: The utility plan set
does not appear to include all existing hydrants currently available along
Stanford Road. Existing hydrants cannot be removed without review and
approval of the authority having jurisdiction and as such, PFA will require
verification that those hydrants in question are still in place. Please update your
utility plans on future plan revisions. Please contact me as soon as possible to
discuss, if hydrants have been removed along Stanford Rd.

The project team has gone to great effort to bring Lots 3,4, & 5 into general
compliance with the fire code. Well done. Aerial fire apparatus requirements
have not been met on Lot 6 and as previously discussed, a plan for meeting the
intent of the fire code through alternative means will be required no later than at
time of building permit. It is recommended that the project team look at various
provisions in the high rise section of the code before submitting a formal plan
for review. Alternative mean of compliance are subject to review and approval
of the fire marshal.

While the applicant's response letter of 10/26/2015 referenced, "Emergency
Access Easements have been created and added to the utility plans," I was
unable to find such an exhibit included in the Utility set. I found a legend on the
utility plans cover sheets indicating such but found nothing labeled anywhere on
the plans. On a separate sheet titled, "FIRE ACCESS" I see a hashed area
which appears to coincide with what might be the proposed fire lanes but
nothing is labeled and it does not identify the full limits of the proposed fire lane.
In fact, some areas of the fire lane are omitted (especially in Lot 5 & 6).
In addition: All fire lanes shall be dedicated by separate document and labeled
on the plans as an Emergency Access Easement. The easement legend
currently refers to them as a Fire Access Easement. Please adjust on future
plan revisions.

the south side of the site. Turning radii need to be labeled on future plan sets.

numbers and adjust total number of required mitigation trees.

appears that there may be some errors. Some of the species that have been
changed since the previous review still are listed (Autumn Blaze Maple as one
example). Edit this table and check for accuracy of tree numbers. This error may
be occurring on the following sheets so please check and edit those as needed.

There appears to be some tree inventory inaccuracies along Stanford Drive just
to the north of Monroe. Tree number 293 appears to actually be tree number
294, which is a green ash and not a ponderosa pine.
There is an existing Honeylocust right at the corner that is not shown to retain. It
needs to be identified and listed to retain with the species, size, mitigation and
condition recorded. Since it was not on the original mall plans it can be credited
for mitigation. Contact the City Forester to get inventory and mitigation
information on this Honeylocust tree.
From where the fence ends going north along Stanford to the curb cut:
There are 4 ash trees and one spruce. The spruce is the north tree.
(These include trees 295, 298, 299, 300 and 301)
Tree number 299 appears to be labeled incorrectly as tree number 297. It is an
Ash and not a Ponderosa Pine.

with trees. Consult with the City Planner for the project about the importance of
this objective and add upright juniper of similar trees to this area if needed to

02/24/2016: The following info was provided from Xcel and Century Link on the
vacation of easements. Please work with Stephanie (Xcel) and Bob (Century
Link) to resolve their concerns. I just need an OK from that they are now okay to
proceed with the easements.
I do have issues with the vacation of utility easements. We have a gas main that
runs through Foothills Parkway on the south side of the proposed buildings.
Where we are currently located it shows on your map as emergency access
area. We will not agree to vacate this area.
I also am going to need a utility easement to serve the buildings off of Stanford.
We will be running our main on the east side of the buildings on Stanford.

This looks mostly ok.
If the "TELE" line indicates our duct run as slightly north of the red area in Detail
1, we're good. that has always been the biggest concern here and I'm glad to
see McWhinney worked around it with their plan.
Detail 5 shows a small area to be vacated at the east drive. It's very close to
where CTL's plant (meet point in the ROW) meets the core Mall's entrance
conduits. No lines are depicted here but Beck/IES placed 2x4" entrance
conduits (now with fiber and copper) from the Meet point to the telco demark
room.
Hopefully they followed the drive line to be clear of vacate portion. If not.....
Alberta will be responsible to shift that conduit run south to clear any overdig for
the building there or to get out of the easement vacated as depicted. Without
locates showing where it actually is in relation to Detail 5 — difficult to respond to
that one -they should investigate that with McWhinney.
The other slivers are non -issues for us Thanks for giving us a chance to look at this
