Detail G on Drawing LP501 delineates 8-ft of separation and therefore a conflict exists between the note and the detail. The District typically requires a minimum 10-ft of separation, though recognizing the small lot frontage available and I assume City standards requiring a certain density of tree plantings, we are ok with 8-ft. In reviewing the drawings it appears the majority of the water services have 8-ft of separation, though some appear to have slightly less (per scaling on drawing). I would ask the landscape architect revisit the water service and tree separations and make every effort to attain that distance (8-ft). The services to the following lots have a tree(s) too close to the line and need adjusted (service and/or tree location adjusted). • Tract N, Lot 9 • Block 6, Lot 11 The District is working with the project utility engineer on review and revisions to the waterline on the utility plans. Maps are drawn like there are easements but could not find dimensions for the easements. Comcast Cable would also like to ask for a utility easement along the north property line outside of the Rail Road right of way. Comcast will be building this development as a fiber to the home development and will need to work with the developer on both internal wiring of the home and the external requirements to have this built as a fiber to the home development. This design will require the homes to be prewired differently that we have done in the past and conduits buried from each home back to the Comcast pedestals. We would also like to ask for a joint trench with other dry utilities to place our facilities. Show only one street tree at the front of all lots. Some lots still have two trees to their front which need to be reduced to one street tree. 10/02/2015: Most if not all of the lots appear to be 60 feet or less in width. LUC 3.2.1 D 2 provides for only one street per lot on these narrower lots. If two or more consecutive residential lots along a street each measure between 40 and 60 fee in street frontage width, on tree per lot may be substituted for the 30-40 foot spacing requirement. With driveway and utility tree separation standards only one street tree can fit on narrower lots. Adjust street tree placements to follow this standard for all narrower lots. There should generally be an even mix of groups that include 3, 5 or 7 of the same species in a row. Seven is the max but should not dominate. Greater mixing of different species groups is needed. The securities can be in the form of a letter of credit, bond letter, or escrow (cash or check), and are due at the time of DCP. We will need two separate cost estimates; one for construction of the mitigation wetland and monitoring, and another for installation and establishment of the NHBZ, including labor, irrigation, materials, weed management and monitoring. A mitigation and monitoring plan will also need to be submitted and will be included as part of the Development Agreement. The plan should include detail regarding the project site, existing wetland conditions, wetland impacts, mitigation concept plan and map, timetable for construction of the compensatory wetland, as well as the cost and probability of success for the new wetland. It's missing labels on several of the utility sheets, as well on the landscape and site plans. On the utility plans, it needs to be changed from "habitat boundary" to "Natural Habitat Buffer Zone". Please go through the plans and use the term Natural Habitat Buffer Zone consistently in the legend and labeling. 03/01/2016: The Natural Habitat Buffer Zone (NHBZ) needs to be labeled on the site, grading, utility, and landscape plans. A note should be added to the site, landscape, utility, grading, and storm sewer plan that the natural habitat area is meant to be maintained in a native landscape. This will help preserve the intention behind the buffer zones and the natural features into the future. If anything, shrubs have been removed in several areas and there has been no addition to the species diversity. In the upland areas on the south and east side of the Natural Habitat Buffer Zone, add chokecherry, current, and Boulder raspberry to form thickets for cover and forage. Also, in the southeast corner, there are a few shrubs on top of the storm drain inlet. Please move these shrubs to the north of the inlet and add more shrubs back into this area, as per the plans submitted on 1/5/16. 03/01/2016: On a site visit with the City Forestry Department on January 28, 2016, tree groves 10, 14 and 40 were identified for their wildlife habitat value. Mitigation for these groves should include wildlife habitat enhancements in addition to the standard tree mitigation plan. Additional shrubs and plant diversity could be added in the Natural Habitat Buffer Zone, such as Western Sandcherry, Golden Currant, and Boulder Raspberry. Other areas identified for mitigation include the detention area in the southwest corner of the development as well as the northeast corner near the plum thicket. Additionally, if construction is scheduled after March 15th, a burrowing owl surrey shall be conducted prior to any development by a professional, qualified wildlife biologist in accordance with the Division of Parks and Wildlife standards.
