that bikes are overhanging into the sidewalk with a the smaller depth.

fixed spaces but the table on the cover sheet states there are only 11. (The
required number of spaces is one space per four units. Of this total, no less
than 60% must be enclosed with the balance being in fixed outdoor racks.

12/28/2015: Noted response to expect erosion control materials (Erosion
Control Escrow Calc, Report and Plan) at time of FDP.
08/24/2015: The site disturbs more than 10,000 sq-ft, therefore Erosion and
Sediment Control Materials need to be submitted for FDP. The erosion control
requirements are in the Stormwater Design Criteria under the Amendments of
Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials
Submitted do not meet requirements. Please submit; Erosion Control Plan,
Erosion Control Report, and an Escrow / Security Calculation. If you need

Right now drawings show transformer located right at 10' of drivable path. It is
recommended to locate a little closer to avoid any possible future damage to
landscaping. Ensure clearance requirements of 8 feet frontal and 3 feet
side/rear of transformer is met.

02/03/2016: Staff's comment number 14 regarding needing further information
on the Cube has not been addressed. It appears that the proposed beacon is
an extraneous lighting device that is not integral to the architectural integrity of
the building. As a result, as shown, the Cube violates Section 3.5.3(E)(9).
Consequently, this feature must be modified so that it's more opaque, solid or
deleted entirely.

02/03/2016: The shadow analysis indicates that the property to the north, Texas
Roadhouse, will be significantly impacted by shadowing at 3:00 p.m. during the
90-day timeframe between November 7th and February 7th. Staff is concerned
that Texas Roadhouse may raise objections to this shadowing that may require
the applicant to lower the profile of the building. As part of the second round
submittal, Staff has received a letter of intent from Texas Roadhouse stating
their willingness to enter into a negotiation regarding the granting of a temporary
construction easement. During this negotiation period, staff advises the
applicant pro -actively reach out to Texas Roadhouse to inform them of this
shadowing so that at the time of written notice of the public hearing, last minute
objections that may impact the project are not raised.

Building Permit Pre -Submittal Meeting:
Pre -Submittal meetings are required to assist the designer/builder by assuring,
early on in the design,
that the new commercial or multi -family projects are on track to complying with
all of the adopted City
codes and Standards listed below. The proposed project should be in the early
to mid -design stage for
this meeting to be effective and is typically scheduled after the Current Planning
conceptual review
meeting. Applicants of new commercial or multi -family projects are advised to
call 416-2341 to schedule
a pre -submittal meeting. Applicants should be prepared to present site plans,
floor plans, and elevations

top of the building for the sole purpose of attracting attention. in essence, the
Cube is an advertising feature. The Cube has no structural or architectural
integration with the building itself.
The Harmony Corridor is the subject to the policies and regulations of the
Harmony Corridor Plan which was adopted in the early 1990's. It is the
southern gateway to our City and, as such, has the strictest urban design
standards in the City. East Harmony Road in Fort Collins is specifically
governed so that it does not become characterized as a typical highway strip
that is found on the entrance into most cities. Our community has held Harmony
Road to high standards for over 20 years and our goal is to continue to hold up
these expectations and standards.
As stated previously, my interpretation is that the Cube violates Section 3.5.3(E)
(9) with regard to extraneous use of illumination on buildings as an
attention -getting device.
If the Cube feature is to continue to be a part of this P.D.P., then staff will
proceed with either of the two options:
1. Recommendation of denial of the P.D.P., or
2. Recommendation of approval, with a condition that the Cube feature be
removed.

02/03/2016: On the architectural elevations, staff's first round comment number
9 regarding enhancing the various window treatments was not responded to.
Staff remains concerned that overall, the lack of window details or differentiation
among windows, contributes to excessive uniformity, especially along the north
and south elevations. The first round comment recommended that the upper
floor windows on the two sides be distinguished from the lower floor windows to
break up the repetitive nature of the window pattern. Other techniques to
mitigate excessive repetition are welcome.

provided. The comment response letter indicates that this cornice will be 4"
high with a 4" recess across the vertical element along the east elevation. But
the architectural elevation detail also indicates a cornice along the two side
elevations measuring 4" height with a 2" recess. Please be sure that the plans
clearly indicate the cornice treatment per elevation.

various window details? As shown, the windows contribute to the flatness of the
building and lack depth. Please consider adding trim and detail, sills, lintels,
etc. to the windows to help break up the uniform surfaces. Perhaps the top floor
windows could be enhanced with a slight arch that introduces a new geometric
form. Perhaps the upper level windows can be further recessed allowing for an
upper story overhang.

the Beacon. Without more detail, it appears that this feature violates the
prohibition on building illumination per Section 3.5.3(E)(9). If found to be
allowed, please provide information about the extent of the illumination such as
the light source, watts, lumens, Kelvin temperature, etc. Staff may need a
sample of the Laminated Frosted Glazing to assess its opacity.
Staff has received an image of an existing facility that features the illuminated
cube. Based on the images, the Cube is illuminated and glowing on all four
sides. I'm still very concerned that the Cube is an illumination device placed on
