Not only does the proposed plan meet the full intent of the code, but it helps achieve additional environmental and natural habitat objectives not otherwise attainable without the redevelopment of the Link-N-Greens site. The combined efforts of the historic land owners, the development team, Woodward, and other community stakeholders who have participated in the formulation of the proposed Link-N-Greens PDP should be commended. Therefore, I'm providing my public testimony in advance via this e-mail. Specifically, I wish to express my strong support for the proposed Link-N-Greens PDP. The PDP addresses numerous City Plan Principles and Policies. The project site is identified as a `Catalyst Project Area,' and the development plan (with the Woodward campus) is the epitome of a catalyst project. On a more technical level, I support both Modification Requests, the proposed Alternative Compliance, all three LCUASS Engineering variances, and most importantly, the Performance Standard path for the Poudre River Buffer Zone. The Modification of Standards help achieve the world class office campus that both Woodward and the City of Fort Collins deserve. The Alternative Compliance regarding tree species and minimum sizes proposes a comprehensive, naturalistic plan that will equally or better accomplish the purpose of the Section. I realize that LCUASS Engineering variances are not the purview of the Planning & Zoning Board, but since they were included in the packet, I thought I would briefly comment. As a licensed professional engineer with experience practicing in the City of Fort Collins, I have examined the engineering variances for driveway curb return radii, length of deceleration lanes, and intersection spacing on Lincoln Ave. It is my professional opinion that the variances requested will not adversely impact the public health, welfare, or safety, nor decrease the design life of the improvements or add additional maintenance burdens to the City. The Buffer Zone Performance Standard is not a variance, modification, alternative compliance, or in any such way a lesser version of the prescriptive 300' buffer. In fact, the performance standard requires a much more thorough and comprehensive analysis to ensure the intent of the Poudre River Buffer Zone is met. "Alternative 2" (as identified in the
