Ross,
My name is Melissa and I have spoke to you about improving the landscaping of West Drake but
today I have questions about the annexation of the parcel located at the corner of S.Overland
Trail and West Drake. We received the mandatory notice of public hearing regarding the
annexation. I know that the land was purchased a few years ago and at that time rumor was the
company out of Denver planned on student housing and the surrounding neighbors were very
upset at that. The letter states that a formal proposal has not been submitted but obviously the
city has been in talks about the development since they are proceeding with the
annexation. What can you tell me about it?

Conceptual Review. At that time, the Planning Department informed the developer that.a
change in the proposed zoning to allow multi -family dwellings would not be supported by
Staff. This party then withdrew their request prior to purchasing the property.
• The property was sold late last year to the current applicant, Mr. Jeff Mark, Lorson South
Land Corp. c/o The Landhuis Company.
• On February 1, 2016, Mr. Mark brought forward a plan to the pre -submittal Conceptual
Review team. This proposal included a mix of residential dwellings at various densities. As
proposed at that time, all proposed land uses and densities complied with the parameters
for the L-M-N zone district.
• On February 29, 2016, the Planning Department accepted the submittal documents for
annexation into the City with L-M-N as the proposed zone district. The parcel is eligible for
annexation by being located within the City's Growth Management Area and by having the
requisite contiguity with the municipal boundary.
• The Growth Management Area boundary was established and jointly adopted by the City of
Fort Collins and Larimer County. The G.M.A. is accompanied by an Intergovernmental
Agreement between the City and County where the City agrees to annex parcels that are
expected to develop in an urban character and best served by City services.
• As noted, City Council is set to consider the Initiating Resolution for this annexation and
zoning request tonight, April 5, 2016.
• Future hearings on this annexation and zoning include a Planning and Zoning Board hearing
on April 7, 2016, City Council First Reading on May 17, 2016 and City Council Second Reading
on June 7, 2016.
• At this time, there are no submitted plans for development of the parcel.
• Prior to submittal of a development plan, a neighborhood information meeting will be
held. Property owners who have been notified for the Planning and Zoning Board will also
be notified for the yet to be scheduled neighborhood information meeting.

The Mountain's Edge Initiating Resolution sets forth the finding that the City Council accepts the
annexation petition and establishes the time, date and place when a City Council public hearing will be
held regarding the consideration of the annexation and zoning Ordinance. This will be followed by a
public hearing for consideration by the Planning and Zoning Board on Thursday, April 7, 2016 on the
proposed annexation into the City and placement into the L-M-N, Low Density Mixed -Use
Neighborhood zone district.
In specific response to the question above, please note the following:
• There was a proposal for multi -family housing several years ago by a prospective multi-
family developer. This proposal went through a pre -submittal review meeting called
