RESPONSE: Acknowledged
COMMENT: The drainage requirements for an ODP are very minimal however the more detailed
they are the easier it will be to proceed to the PDP stage of development. In general all that is
needed is to show a concept plan on how the site will drain, possible detention areas; and water
quality treatment areas.
RESPONSE: Acknowledged
COMMENT: The Stormwater system maps show two outfalls into the river from ponds on the golf
course. It is usually preferred that those be used as the outfalls for the proposed development so as
not to cause any new protrusions into the river. The existing outfall points need to be evaluated as to
their condition and effects on the river. There may need to be some mitigation done on them
RESPONSE: Acknowledged. The final location and size of the storm outfalls to the river will
be analyzed to minimize the impacts on the river.
COMMENT: Generally onsite water quantity detention is not required when discharging into the river
as long as the outfall system can convey the developed 100 year flow to the river.
RESPONSE: Acknowledged. The design intent will be to minimize the developed flows
generated from the site by introducing runoff directly to the groundwater table. Remaining
runoff will be conveyed to the river via a combination of open and closed conveyance
systems.
COMMENT: Water quality treatment of the runoff is required for 100% of the site. Water quality
treatment methods are described in the City's Stormwater Criteria Manual and Volume III of the
Urban Drainage manual. Extended detention is the usual method selected for water quality
treatment; however the use of any of the BMPs is encouraged.

RESPONSE: Acknowledged
COMMENT: The city wide Stormwater development fee (PIF) is $6,390.00/acre ($0.1467/sq.ft.) for
new impervious area over 350 sq.-ft., and there is a $1,045.00/acre ($0.024/sq.ft.) review fee. No fee
is charged for existing impervious area. These fees are to be paid at the time each building permit is
issued. Information on fees can be found on the City's web site at

or contact Jean Pakech at 221- 6375 for questions on fees. There is also an erosion control escrow
required before the Development Construction permit is issued. The amount of the escrow is
determined by the design engineer, and is based on the site disturbance area or a minimum amount
in accordance with the Fort Collins Stormwater Design Criteria.

COMMENT: The design of this site must conform to the drainage basin design of the Cache la
Poudre River Master Drainageway Plan as well the City's Design Criteria and Construction
standards.

COMMENT: Storage of floatable materials including overnight parking of fleet vehicles is prohibited
in the 100-year floodplain. All floatable materials must be secured in a structure or anchored to resist
floatation.
RESPONSE: Acknowledged
COMMENT: Floodway Modification, including filling, grading, detention ponds, trails, planting of
vegetation, etc., is subject to the requirements of Section 10-45 of City Code and will either be
required to show no -rise in 100-year flood elevations and no change in floodplain or floodway
boundaries or the floodplain map must be changed via the FEMA Conditional Letter of Map Revision
(CLOMR) and Letter of Map Revision (LOMR) process
RESPONSE: Acknowledged
COMMENT: Property may be removed from the 100-year floodplain by preparing a hydraulic model
and changing the floodplain map using the FEMA CLOMR/LOMR process (City Code Section 10-
80(a)(1)). Any property that is removed from the 100-year floodplain using a FEMA LOMR-Fill
process is still subject to certain floodplain regulations including the prohibition of residential and
mixed use structures, prohibition of critical facilities, and elevating or floodproofing the structure 2
feet above the 100-year flood elevation (City Code Section 10-80(a)(2)). City Staff can further
explain and discuss these map revision processes.

COMMENT: The City is in the process of reviewing and possibly changing the floodplain regulations
for the Poudre River. There may be a future requirement for an emergency response and
preparedness plan and that fire apparatus access roads have no more than 6" of flood depth.
RESPONSE: Acknowledged
COMMENT: Any work in the floodplain requires approval of a floodplain use permit and $25 permit
fee. For any new structure, addition or substantial improvement, approval of a FEMA Elevation or
Floodproofing Certificate will be required for release of the Certificate of Occupancy. Work in the
floodway may require approval of a pre- and post -construction No -Rise Certification. The review fee
for hydraulic modeling is $325.

COMMENT: The Poudre River Master Drainageway Plan identifies three erosion sites on the left
bank of the Poudre River. Mitigation of these sites will need to be further discussed with the
Stormwater Master Planning Group.
RESPONSE: Acknowledged. A detailed review of the river bank and erosion sites will be
performed as part of the PDP/FCP entitlement process.
COMMENT: Please be aware that CDOT is planning to replace the Mulberry Bridge over the Poudre
River in the next few years and will be going through a FEMA map revision process.

required water quality capture volume. A 40-hour volume drain time for extended
detention basin will be used. A variety of Best Management Practices (BMPs) will be
considered including the use of Dry Wells which will percolate to the groundwater
(subject to percolation testing) and other methods as outlined in Volume III of the Urban
Drainage Manual. Storm runoff not released directly to the groundwater will be released
into the Poudre River with special consideration to the previously identified erosion
areas.
3.3 Floodplain
No disturbance of the floodway or buffer is expected with the development of this area
with the exception of approved storm drainage outfall systems, any required restoration
within the buffer zone, and potential modifications to an existing pond. In any case, no
fill is proposed within the floodway and the preparation of a CLOMR/LOMR is not
anticipated at this time. The flood fringe area itself is proposed to be filled in accordance
with City and FEMA standards with the onsite structures elevated a minimum of two (2)
feet above the 100-year floodplain elevation and all work shall be performed in
accordance with an approved Floodplain Use Permit. See Appendix D for a list of
Conceptual Review comments and responses.
4.0 CONCLUSIONS
4.1 Compliance with Standards
Provisions in the City of Fort Collins Municipal Code, the City of Fort Collins Land Use
Code, and the Larimer County Urban Area Street Standards shall govern this Overall
Development Plan and subsequent phases, subject to any approved variances and/or
modifications of standards.
4.2 Drainage Concept
The proposed drainage concepts presented in this report and on the Conceptual Drainage
and Utility Plan adequately provide for an overall conveyance and stormwater quality
treatment of proposed impervious areas. Preliminary (PDP) and Final (FCP) drainage
reports for this development will provide further design and information to ensure that
this overall development plan will be followed and that flows will be conveyed safely and
sensitively. Final drainage reports will address erosion control and detailed designs of
the outfall connections to the river bank.

Plan to show the proposed development is in compliance. Careful attention will be paid
to the outfall locations along the river to minimize impacts to the natural areas and the
effects of erosion.
2.2 Developed Basin Description
The proposed development will generally increase the amount of flows that currently
exists on site due to an increase in impervious area. Because the time -to -peak of the
onsite basins will be much smaller than the time -to -peak of the overall Poudre River
drainage basin located upstream of this site, and due to the site's close proximity to the
river itself, the City of Fort Collins Stormwater Department has determined that water
quantity detention will not be required. However, water quality treatment measures will
be required for the developed site.
For the purposes of the ODP, the site has been assumed to be a single storm drainage
basin. The basin boundary will include the site boundary on the south and west, and will
extend to the centerline of Lemay Avenue and Lincoln Avenue on the east and north
sides, respectively. At this time, the Back Porch property at the southwest corner of
Lemay and Lincoln is not a part of this development. Therefore, drainage from this
property will be considered offsite flows that will be passed through this development
site. As the site develops, drainage patterns and water quality locations will be identified.
The ODP plan is intended to show that the Master Plan will be adhered to and will be
used as a guide for future development.
3.0 DRAINAGE FACILITY DESIGN
3.1 General Concept
The majority of the proposed development will be routed via sheet and gutter flow and a
series of storm drain inlets and pipes to the proposed water quality pond(s) and treatment
facilities. Onsite stormwater detention is not required; however, minor detention of some
drainage flows may be provided in order to minimize the size and impacts of the outfall
systems to the Poudre River. The final disposition of the Coy Ditch and the existing
onsite ponds are to be determined at a later date and will be subject to any required
augmentation or water rights laws as determined by the State Engineer's Office.
3.2 Water Quality
The Urban Drainage Storm Drainage Criteria Manual will be used to determine the

1.0 GENERAL LOCATION AND DESCRIPTION
1.1 Location
The proposed site is a tract of land located in the Southeast Quarter of Sections 12 and
the Southwest Quarter of Section 7, Township 7 North, Range 68 West of the Sixth
Principal Meridian, City of Fort Collins, Larimer County, Colorado. In particular, it is
located near the northwest corner of Mulberry Road (SH 14) and S. Lemay Avenue. The
proposed site is approximately 101.5 acres and is bounded by S. Lemay Avenue on the
east, E. Lincoln Avenue on the north, the Poudre River on the south and the Baldwin
Minor Subdivision on the west. Please refer to Appendix A for a Vicinity Map.
1.2 Description of the Property
The proposed site is currently used as a public golf course (Link-N-Greens) and is
covered by irrigated grasses, mature trees and natural vegetation along the river bank.
The land generally slopes north to south at an average slope of 0.5%. An existing
irrigation ditch, Coy Ditch, feeds the existing wet ponds which are used for irrigation of
the golf course. The proposed improvements to this site will generally consist of office,
light industrial, heavy industrial, commercial/retail and open space, along with associated
buildings and parking areas.
The Digital Flood Insurance Rate Map (DFIRM) map indicates that the site is located
within a Federal Emergency Management Agency (FEMA) designated 100-year
floodplain and floodway and 500-year floodplain. Please refer to Appendix C for a copy
of the DFIRM and the City of Fort Collins Flood Risk Map. A Natural Resources Buffer
Limit also exists along the Poudre River as defined by an approximate 300 foot setback
from the effective top of bank.
2.0 DRAINAGE BASINS AND SUB -BASINS
2.1 Major Basin Description
The site lies within the limits of the City of Fort Collins Cache la Poudre River Master
Drainageway Plan. This plan identifies three erosion sites on the left bank of the Poudre
River which will be carefully evaluated as part of the detailed engineering of the site.
