Baker, 221-6605 for confirmation of this fee amount and a calculation for
estimating purposes.
12. Access to the site can by either Orchard, Plum or both. The new Land Use
Code requires that streets, like Plum, that are stubbed to the property line must
extend by the next developer. If the proposal includes land area adjacent to the
present dead -en of Plum, then it must be shown to serve your property. If Plum
is not to be extended, then a modification of the standard must be approved by
the Planning and Zoning Board. If the property does not include the area of
Plum Street, then the issue is not raised at this time.
13. The south half of Orchard must be dedicated as public right-of-way. You are
responsible for constructing the local street portion of the frontage along
Orchard.
14. The applicant is encouraged to work with surrounding property owners on
completion of Locust Grove to Orchard. This would provide access to properties
that presently do not have frontage on a public street. For further information

15. A Traffic Impact Study will be required as part of the submittal documents. The
study must look at access and traffic issues for all modes of travel (pedestrian,
bicycle, cars, and Transfort). One issue may be how access is gained to the
transit route that presently serves West Elizabeth Street. Perhaps a walkway
could be installed from the school to the transit stop.
The traffic study should also consider the impacts of Orchard Road being
extended west to Overland Trail. A scoping meeting with Eric Bracke,
Traffic Operations Division, 221-6630, should be set up prior to hiring a
traffic consultant.
16. A neighborhood information meeting will be required. You initiate the
neighborhood meeting by contacting the Planning Department for a map of the
notification area. You are then responsible for providing the names and
addresses of all property owners of record within the notification area. The
Planning Department will set up and facilitate the meeting which should take
place prior to submittal.
5. Water and sewer plant investment fees will apply. These fees are based on the
size of the water tap needed to serve the building. There is also a Raw Water
Acquisition Charge which can be paid in fee or in water shares that can be used
by the Utility. The landscape plan must include information on how water
conservation standards are being met. For further information, please contact

6. The site plan should include adequate parking based on the needs of the
school. It is up to the school officials to decide whether a °drop-off zone is
desirable or not. This decision should be made based on the operational
characteristics of the school. If a "drop-off" zone is included, it must have
adequate width, turning radii, sight distance, etc.
7. The new school will be reviewed by the 1991 Uniform Building Code. In 1.5 to 2
years, the City may adopt 1997 U.B.C. For further information, please contact

8. If there are over 100 students, then the building must compartmentalized so that
no uncontained area exceeds 5,000 square feet, and feature a fire access drive
around perimeter of the building. Or the building must be equipped with an
automatic fire extinguishing system which would eliminate the need for the fire
roadway. If a fire sprinkler system is used, there must be adequate fire flow, as
measured in gallons per minute, and an automatic fire alarm system. Since the
site is located in the Foothills Pressure Zone, there should be adequate
pressure. Please note that the water tap for the fire sprinkler system is separate
and not connected to domestic water. There are no fees for the fire sprinkler
tap.
9. Building must also feature a "Knox Box" for a key for the Poudre Fire Authority.

10. The site is located in the Canal Importation Drainage Basin where the storm
drainage fee is $$6,181 per developed acre. This fee can be reduced subject to
runoff coefficient. The standard Drainage Report, Grading and Drainage Plan,
and Erosion Control Plan are required at the time of submittal and must be
prepared by an engineer registered in Colorado. The standard onsite
stormwater detention will be required with a two-year historic release rate. In
treating the stormwater runoff, the "best management practice" is encouraged.
The site is located next to the outfall channel so no offsite drainage easements

CONCEPTUAL REVIEW STAFF COMMENTS

ITEM: Riversong School at Happy Heart Farm, 2820 West Elizabeth
Street
APPLICANT: Riversong School c(o Mrs. Jennifer Kathol, ?? West Oak Street,
Fort Collins, CO. 80525
LAND USE DATA: Request for a private school in a building approximately 14,000 to
18,000 square feet in size, located on the westerly portion of
Happy Heart Farm, 2820 West Elizabeth Street. Orchard Drive is
located on the northern boundary of the site. Plum Street
terminates on the east property line. School would be constructed
for grades kindergarten through. fifth. Future phase may include
grades sixth through eighth.
COMMENTS:
1. The site is zoned L-M-N, Low Density, Mixed Use Neighborhood which permits
private schools, subject to review by the Planning and Zoning Board.
2. The parcel would have to be platted in order for a building permit to be issued.
A plat is submitted along with other review documents. A one lot subdivision
does not need to include the balance of Happy Heart Farm but should include all
necessary easements for utilities and drainage detention ponds and conveyance
channels.
3. The site will be served by the City of Fort Collins Light and Power Utility which
has existing facilities available in both Orchard and Plum. Normal development
fees would be assessed. These fees are based on square footage of lot and
linear front footage along public streets. Other charges include setting the
transformer and running the system from the street to the transformer. The
location of the transformer should be coordinated with the Light and Power. For

4. The site will be served by the City of Fort Collins Water and Wastewater Utility.
In Orchard, there is an eight inch diameter water main and a 12 inch diameter
sanitary sewer main. In Plum, there is an eight inch diameter water main and an
eight inch diameter sewer main. All mains are adequate to serve the site but the
mains in Orchard are closer.
