A neighborhood information meeting will be required. You initiate the neighborhood meeting by contacting the Planning Department for a map of the notification area. You are then responsible for providing the names and addresses of all property owners of record within the notification area. The Planning Department will set up and facilitate the meeting which should take place prior to submittal. 5. Water and sewer plant investment fees will apply. These fees are based on the size of the water tap needed to serve the building. There is also a Raw Water Acquisition Charge which can be paid in fee or in water shares that can be used by the Utility. The site plan should include adequate paNing based on the needs of the school. It is up to the school officials to decide whether a'drop-off zone is desirable or not. This decision should be made based on the operational characteristics of the school. If a'drop-ff zone is included, it must have adequate width, turning radii, sight distance, etc. 7. The new school will be reviewed by the 1991 Uniform Building Code. In 1.5 to 2 years, the City may adopt 1997 U.B.C. If a fire sprinkler system is used, there must be adequate fire flow, as measured in gallons per minute, and an automatic fire alarm system. Since the site is located in the Foothills Pressure Zone, there should be adequate pressure. Please note that the water tap for the fire sprinkler system is separate and not connected to domestic water. There are no fees for the fire sprinkler tap- 9. The site is located in the Canal Importation Drainage Basin where the storm drainage fee is $$6,181 per developed acre. This fee can be reduced subject to runoff coefficient. The standard Drainage Report, Grading and Drainage Plan, and Erosion Control Plan are required at the time of submittal and must be prepared by an engineer registered in Colorado. The standard onsite stormwater detention will be required with a two-year historic release rate. In treating the stormwater runoff, the 'best management practice' is encouraged. The site is located next to the outfall channel so no offsite drainage easements are required. West Oak Street, Fort Collins, CO. 80525 LAND USE DATA: Request for a private school in a building approximately 14,000 to 18,000 square feet in size, located on the westerly portion of Happy Heart Farm, 2820 West Elizabeth Street. Orchard Drive is located on the northern boundary of the site. Plum Street terminates on the east property line. School would be constructed for grades kindergarten through fifth. Future phase may include grades sixth through eighth. COMMENTS: 1. The site is zoned L-M-N, Low Density, Mixed Use Neighborhood which permits private schools, subject to review�"e Planning and Zoning Board. 2. The parcel would have to be platted in order for a building permit to be issued. A plat is submitted along with other review documents. A one lot subdivision does not need to include the balance of Happy Heart Farm but should include all necessary easements for utilities and drainage detention ponds and conveyance channels. 3. The site will be served by the City of Fort Collins Light and Power Utility which has existing facilities available in both Orchard and Plum. Normal development fees would be assessed. These fees are based on square footage of lot and linear front footage along public streets. Other charges include setting the transformer and running the system from the street to the transformer. The location of the transformer should be coordinated with the Light and Power. For further information, please contact Light and Power at 221-6700. 4. The site will be served by the City of Fort Collins Water and Wastewater Utility. In Orchard, there is an eight inch diameter water main and a 12 inch diameter sanitary sewer main. In Plum, there is an eight inch diameter water main and an eight inch diameter sewer main. All mains are adequate to serve the site but the mains in Orchard are closer. There will be no compartmentalized, area within the building over 5000 square feet. The proposed fire lane accessibility is shown on the Site Plan. Individual classroom means of egress requirements will be met in place of a fire sprinkler system. 9. A "Knox Box" shall be located on the west side of Building 1, as shown on the Site Plan. 10. Enclosed in the submittal package is the Grading & Drainage Plans, describing the proposed configuration. 11. The street oversizing fee has been confirmed. 12. This development plan will not include land adjacent to Plum Street. 13. The enclosed Site Plan shows proposed paving and street improvements along Orchard Place frontage. 14. The school will not improve Locust Grove or Orchard Place beyond the scope of the enclosed plans. Doing so would prevent this project, as planned, to continue, due to budgetary constraints. 15. Enclosed in the submittal package is the Traffic Impact Analysis. 16. The first Neighborhood Meeting is complete with another meeting tentatively scheduled during this review process. Enclosed you will find the materials required as described in the Combined PDP Checklist provided by the City of Fort Collins. Described below is how the River Song Waldorf School proposes to comply with the issues listed in the conceptual review letter dated April 21, 1997. The proposed compliance's are listed in the order presented by the Planning Department: 1. This letter is part of the package submitted for Combined PDP Review, Type II, to the Planning & Zoning Board. .2. Enclosed in the submittal package is a Preliminary Plat with all proposed drainage and utility easements. 3. Enclosed in the submittal package is a Utility Plan showing the proposed location for power hookup. 4. Water and wastewater hookups will be made from Orchard Place as shown on the Utility Plan. 5.
