Owner: Fort Collins Housing Authority RE: In response to comments #28. We would like to respond with an alternative compliance. On the west side of the proposed drive access we would be able to accomplish planting trees as required in the L.U.C. On the east side there are water services proposed in the 5-foot landscape area. We would prefer not to plant trees over these water services, as they would inhibit future maintenance on the services. There are several large Elm trees located on 527 East Prospect property. The Elm trees now overhang the proposed 5-foot landscape area and provide a nice canopy. In place of planting trees on the east side of the drive, we would propose planting bushes as indicated on the revised landscape plan. PROJECT DEVELOPMENT PLAN Development name: Shadeland Town homes Location: 521 East Prospect Road, Fort Collins, Colorado Legal description: Lot 2, Holsinger First Sub. Owner: Fort Collins Housing Authority RE: Revision in response to Planning Department Staff comments on items #23, #24, and #25. The building materials that are proposed for the covering of this structure will be typical of the material used in today's construction standards. The siding will be primed hardboard 8" lap construction. Trim material used around windows, doors and corners would be of a primed hardboard material. Color scheme for the building is proposed as follows: the roof will be gray/brown shingles, the body will be light gray, and the trim will be off white. How does this residential building comply with section 3.5.1. — Building and Project compatibility of the L.U.C. The existing neighborhood is residential and primarily owner occupied. The development that is proposed is of the same nature. When comparing the proposed building height, mass and scale to the surrounding area, the residence directly to the west of the proposed site is a two story house and is similar in size, the structure is 60 + feet long and 20 + feet high. In addition about a block away at 1700 Stover there are three apartment buildings considerably larger than the proposed development, one of the buildings appears to be 20 units and is two stories on top of a garden level. The two others have to be at least 10 units per building. Just directly west from 1700 Stover, there are several two-story buildings that range from duplexes to fourplexes. (See enclosed photo sheets.) Privacy Considerations The design objective of this plan is to develop a well -landscaped site and blend with existing landscape and provide screening for neighboring properties. There are numerous mature trees on the site as well as on the neighboring properties. On the south side of the proposed building there are numerous wild cherry trees that will remain along with two large elm trees to maintain the existing visual break that now exists. In addition, Austrian Pines are proposed along the south property line to provide a good visual break. On the west property line two large Elm trees will remain and two Green Ash trees will be planted (see landscape plan). The Historical Preservation Specialists have reviewed 517 East Prospect. No historical significance has been found. Owner: Fort Collins Housing Authority RE: Response to Engineering comment #15. The Fort Collins Housing Authority is requesting a variance for the curb cut and driveway for this development. The existing driveway of 527 East Prospect is approximately 9 feet east of the shared property line. The driveway and curbcut for the proposed development is 6 feet west of the property line. The total distance between curb cuts would be approximately 15 feet. The existing situation with 517 and 517 %z East Prospect is that they now share a single drive that overlays on to 517 property. With the proposed development, they would continue to share the new drive. The staff comments suggest that 527 East Prospect should share the new access also. We have no control over 527 as it is privately owned. I looked at the possibility of combining the driveway and discussed it with the owner of 527. The party was not interested in doing so.
